It is operated by the [[Palm Coast Metropolitan Transit Authority]] which, in turn, is overseen by [[Verona Department of Transportation|VDOT]]. In downtown Sierra, it uses city streets. Outside the central portions of the city, the line is built on private rights-of-way. San Andina County also uses urban streets in its downtown areas, while using right-of-ways in other areas. Lynnhaven County is the only jurisdiction to have dedicated tracks, however, these tracks do sometimes travel along side, and/or cross city streets.
