The Council replaced the [[Veltorine government-in-exile]] as the official advocacy and heritage organization of [[Veltorine people]] living in [[Dorhaven]] and [[Urcea]] following the ejection of the government-in-exile as a result of the Accords. The Council was originally structured as a national council of local heritage organizations, ranging from sixty to four hundred chapters during the period [[2014]] to [[2016]]. In 2016, the Council was reformed by the Urcean government to include representatives elected by forty "circles", with each circle representing various organizations and geographic populations of Veltorine people. In 2016, the Council was entrusted with overseeing the migration and settlement of Veltorine people in the newly acquired territory of Cetsencalia. The Council was elevated to having official government status in [[2019]] with the passage of the Cetsencalia Organic Act, establishing the Council as the upper house of the legislature with direct oversight of the executive. The Chairman of the Council was responsible for nomination of members of the Executive Cabinet and also responsible for approving their budgets, and all members of the Cabinet are sitting members of the Council.
