District of Coīnvra: Difference between revisions

The territory of the District is formally divided into three countyships (Co. Coīnvra, Co. Pentecostia, and Co. Third One), one {{wp|independent city}} (Kartika), and the nation's only independent town (Éamonsar). In practice, these divisions are of little significance, as the District government and the Kartika Municipal Authority carry out nearly all governmental functions.  

Cos. Coīnvra and Pentecostia have no governments and only exist as statistical and cadastral units. All land in the countyships was annexed by the City of Kartika in [YEAR]. [[Kiravian addressing system|Departing from the usual custom]], mailing addresses in Kartika do not include the countyship name, even where applicable. Co. Tyderian retains its own courthouse and a limited countyship government, though municipal services are provided by the Kartika Municipal Authority. Éamonsar has a Town Council with some authority over zoning and other vestigial powers, but is similarly provided for by the KMA and has no court. Kartika itself still elects a ceremonial Provost and five-member ''sarkirstuv'' (city council). The City Council functions mainly as a supervisory board over the Kartika Municipal Authority, and can sack the City Manager and department heads.

Before Kirosocialism, local governance in the District was patterned after Ventarya and Hanoram, with Kartika and the three countyships (Éamonsar remained a municipality within Co. Coīnvra for most of this time) having more or less identical powers and governmental structures to countyships in the neighbouring states. Under Kirosocialism, the City of Kartika was extended to include all land in Cos. Coīnvra and Pentekostia. Éamonsar was similarly annexed, but Co. Tyderian, still largely undeveloped at the time, was spared.
