The Ixa'Taka system is based on the principles written down by [[Linge Chen]] in his novel 'The Wave'. Based upon the ideas expounded in the book, the Daxians devised a system of 'maximum mass support' and 'popular management' through the creation of a system of elected Popular Committees which regulate and administer at the district level; all of the aforementioned committees send representatives to the Grand People's Congress to deliberate on national issues. The figure of the Brotherly Guide exists as a neutral arbiter, moderator and chair of the Grand People's Congress and its debates, its role is not that of a ruler but a moderating first among equals.

Ixa'Taka's current Brotherly Guide has taken control of the security forces and the central bank based on a particular interpretation of paragraph four,  page 76 of the novel 'The Wave'.
