[[Aciria]] was in financial ruin after the Age of Instability and was in no position to build an effective, modern navy, causing Giovanni I to postpone the founding until after he had managed to stabilize the newly established empire. In the months after the establishment of the empire, piracy had become a problem in the gulf of Cartaím after sailors in the Griffe peninsula had lost their jobs due to the unstable political situation reducing incoming and outgoing trade. To combat this problem, Giovanni founded the Imperial Navy by seizing merchant ships and outfitting them with cannons, creating makeshift battleships for them to be able to secure the gulf.
