The scope of countyships' functions and undertakings is mainly a product of the province's devolution régime and population: Provinces such as [[Hanoram]] and [[Ventarya]] have a "strong-county, weak municipality" model where most or even *all* matters of local governance are undertaken by the county, whereas Fariva and Harma have a contrasting model of strong municipalities and weak countyships and Kaviska and Niyaska have more of a mixed system where municipalities and countyships have many concurrent powers. Generally, more populous urban and inner-suburban countyships tend to take on (or be assigned) more programmes and initiatives than rural countyships of the same province, though in strong-municipality provinces the opposite is usually true, as more urbanised countyships will rely more heavily on large, strong incorporated municipalities for local governance.
