The Supreme National Assembly is the national legislature of the Federacy of the Cape. Under the Federal Constitution, it is the only body given legislative prerogative, and under the Restarkist idea of popular sovereignty and the primacy of the elected assembly, is vested with “all powers of governance”. It was formed in the midst of the Capetian War of Independence, and soon became the driving force of the movement and its National Revolutionary Army.
It consists of the 503-member National Stanera as the lower house and the 28-member National Auditorium as the upper house. The Stanera is the more powerful house, able to overrule decisions made by the Auditorium with a 2/3rds supermajority and has the power to elect and recall a Prime Executive. The Auditorium concurrently serves as the national ombudsman and the supreme audit institution, empowered to act within all levels and branches of government to ensure accountability. It is also given the power to nominate candidates to the Supreme Tribunal of the Federacy and the Constitutional Court of the Federacy.
The Stanera meets in the Houses of the National Stanera in Cape Town, while the Auditorium meets in the basement floors of the Plaza of the Federacy in nearby Kalmasar.
