Public Transport Bureau: Handles public transit services. State Rail Service Division: Maintains, plans, operates, and builds state-owned railways. State Ferry Service Division: Maintains and operates government ferries along riverways and in coastal areas. Postal Bureau: Transports mail. Public Service Hiring and Staffing Bureau: Assists other government agencies with hiring talented and general labor. Specialist Hiring Division: Vets personnel in positions of noteworthy authority within the civilian portions of government. Secondary Affairs Bureau: Manages bureaucratic issues and persons or situations outside of the normal purviews of any other government agency, acting as a 'catch-all' agency and liaising with various entities. Disaster Preparedness and Response Bureau Fire Control Division: Firefighting services and controlled burns in conjunction with forestry services parts of the Parks and Historic Sites Division. Emergency Aid Division: Transports and doles out supplies and financial aid during disasters. Biohazards and Plague Division: Handles plans and reactions to disease outbreaks, environmental disasters, and so on to minimize damages. Flood and Landslide Control Division: Maintains dikes, embankments, and dams in conjunction with water control and electrical services. National Arts and Treasures Bureau: Responsible for cultural preservation and promulgation, including promoting tourism with the Office of Trade and Travel. Parks and Historic Sites Division: Manages forestry work, park maintenance, and museums and monuments. Artwork and Literature Division: Regulates games, literature, music, and other media, as well as maintaining state-owned opera houses, festivals, and so on. Public Education Bureau Education System Oversight Division: Internally regulates other Education Bureau divisions. Educational Program Development Division: Develops public school curricula.
