Treasury Ambassador Service

The Treasury Ambassador Service is a small corps of accredited Urcean ambassadors which operate outside the influence of the Ministry of State and instead answer directly to the Procurator in his role as steward of the Royal Treasury. Nominally acting as financial intermediaries of Urcea, treasury ambassadors serve as the representative of the Procurator in his role as chief executive and quasi-head of state role within the Constitution of Urcea in the event of a political impasse between the Procurator. Conshilía Purpháidhe ministers have broad latitude to deny or appeal decisions of the Procurator to the Apostolic King of Urcea, creating potentially lengthy procedural delays related to the appeal process. The Treasury Ambassador Service, in these situations, allows the Procurator to continue the delicate work of foreign relations without domestic political interruption if the need presents. The Service is typically not employed when the Procurator and Chancellor and Temporary President are the same person or members of the same political party. During these periods, the Service is occasionally used as a position of quasi-retirement for individuals from the Procurator's political party. Many critics say that their inaction during these periods - as well as being a position of patronage for elder political statesmen - decreases the professionalism and experience of those in the Service, leaving Urcea open to diplomatic incidents when they are to be used.
