Valosian Coscivians, or simply Valosians, are a Coscivian ethnic group whose historic homeland was Kórsa, particularly the [southeast part of it]. The Valosians ruled over most of Kórsa before being displaced as the country´s élite by the Vexin Coscivians , and then again after their ouster of the Vexins from most of the country.
Kiravian addressing system
The Kiravian addressing system is based on a nested hierarchy of discrete geographical units, from the dar (lot, parcel, or estate) to the block (ram) or townland, on up to the province. Kiravian addresses do not make reference to streets or roads (which are not named in Kiravia), but rather to the physical configurations of the country’s built environments and the boundaries of its administrative divisions. The web portal Kiravia.kr describes the system as “place-oriented rather than route-oriented”. The system is complex and idiosyncratic, showing considerable variation across the country.

Valosians are an extremely socially cohesive ethnic group, due in part to their intense pride in their language, heritage, and traditions, and perhaps also in large part to their abject disdain for many of the other peoples of Kiravia.
The basis of the Kiravian system is landlots and land development. Changing patterns of development in an area thus result in changes to how locations are addressed as they are subdivided and developed.

Valosians have their own customary ruler, the King of the Valosians, who reigns as a hereditary non-territorial ethnarch with an important ceremonial role and close involvement in the operation of various Valosian cultural, educational, and charitable institutions. The current King is Rando the Fatass, whose (rather copious) seat is in [Place], [State]. The Valosian King pays regular tribute to the Marble Emperor.
General paradigm
There are two general forms of address in Kiravia, usually referred to as "urban" and "rural". The boundary between urban and rural in terms of addresses is often blurry. Buildings in Nucleated village typically use an "urban"-style address, while some newly built-up peri-urban developments use rural addresses.

Culture
In urban addresses, lots are numbered within their "block" (ram), and blocks are numbered (often irregularly) within a "circuit" (kontruv). In rural addresses, lots are numbered within their townland. Most townlands are named, but in some remote parts of the colonies and remote parts of the mainland interior they may be numbered instead. It is not uncommon for large rural estates or high-volume urban addresses to dispense with lot numbers, and use a named location instead (e.g. Konsaháken Manor, World Financial Building).
The Valosians have their own language, Valosian Coscivian, which is descended from spoken Iatic Coscivian. They use both their own language and High Coscivian (usually in its Orthodox or Traditional register) as literary languages, and both are taught rigorously in Valosian private schools. According to the 21200 Kiravian Census, 86% of households with two Valosian parents spoke Valosian Coscivian at home, a much higher retention rate than most major Coscivian ethnic vernaculars.

Valosians are devout Coscivian Orthodox Christians, though they keep certain Rurican traditions.
All urban circuits have numbers known to the sector post office; however, in some cities the sector numbers are not common knowledge, and the corresponding neighbourhood name is used instead. In Escarda, the opposite is the case: most residential neighbourhoods do not have official names and use only the kontruv number. In larger towns and cities, kontruv are numbered within vintuv which are (or once were) physically discernible districts or outgrowths of the urban area. Rural addresses are also grouped into sectors, which in most cases are directional divisions of the countyship (e.g. NW, NE, SE, SW), though in the South and the Baylands they are generally named instead and correspond to large historic landholdings or feudal domains.

Ethnic Rivalries
Many addresses feature additional geographic information that may apply, such as a city district or borough (if not elsewhere specified), a civil or survey township in states where they exist, or relevant physical-geographic features such as hollows, valleys, or islands. Such information helps to reduce ambiguity and facilitate timely and correct delivery.
Valosians are famous for their capacity to sustain centuries-old historic grudges against other ethnic groups. They most intense hatred is reserved for the Vexin Coscivians and the Taństan Coscivians, though they have come to also strongly dislike most Mainline Kiravians and pretty much anyone else they encounter. Valosians are dismissive of and resentful towards Peninsular Coscivians, as Valosians consider themselves to be the true heirs to the ruling class and traditions of Imperial Coscivia. However, they do share close cultural ties with certain Peninsular subgroups and a common Coscivian Orthodox faith.

The Federal Civil Rights Commission regularly receives and investigates reports of governmental and commercial discrimination against Valosian Coscivians in the historically Vexin-dominated states of Hanoram and Ventarya.
All rural addresses include the countyship in which the address is located. Most urban-type addresses also include the countyship, though in the largest cities it is more common to omit it. The Kiravian Post strongly recommends that all addresses include the province in which they are located. However, in Valēka, it is customary to ignore this for residential addresses. Every province has an official postal abbreviation, as do the Army Post Office, Fleet Post Office, and Diplomatic Post Office.

Relations are much friendlier with the related Kostiatem, Ardóniem, and Purgóniem.
For international mail, the country (e.g. Kiravian Federacy, Atrassic Crona, Scapa, Pribraltar, Saint Kennera) should also be specified.

Politics
Variations
Most Valosian Coscivians are of a traditionalism orientation and long for the restoration of historic Coscivian political institutions and ways of life dating from periods when their people were most influential. When voting, they typically support parties affiliated with the Caucus of Justice, which includes several state-level Valosian minority interest parties. Many Valosians are involved in the Kiravian Monarchist Party.
In suburban areas with tract housing, the tract or development usually serves as the named kontruv or townland inside which the blocks (ram) are numbered, though this is not always the case, as smaller developments or very large developments may be included within a preëxisting townland/kontruv or subdivided into kontruya, respectively.

Valosian militia fought fiercely against the Bartists during the Colour Wars, and many were involved in the traditionalist wing of the anti-Kirsok resistence during Kirosocialism.
Populated mountains or hills often constitute their own townland. In the Northwest Territory, numbered geodesic ranges are used as an addressing unit between the countyship and vicinity, in lieu of proper townlands.

Populations
Many Kiravian settlements built or redeveloped/expanded under the Kiravian Union comprise a number of numbered microdistricts. In these places, the entire microdistrict is treated as a single block (ram) within which buildings may be identified by numbers (often irregular), names, or non-numeric ordinals, such as letters or Ogham runes. A similar scheme is often used for buildings that are part of institutional campuses or similar complexes. In the few linear city realised under the Kiravian Union, a system of band + segment is used as the basis for the kontruv, within which blocks and lots are numbered quite regularly, owing to the grid-planned layout of these subunits.
Valosian communities can be found in several regions of Kiravia, with the largest in Valtéra (whole ‘nother story about the Valtéran ones), Kiygrava, Elegia, Avidrona, [the state between Elegia and Avidrona], and Kernea, with smaller populations in Issyria (both “Issyrian Valosians” and Valtérans) and Devalōmara, with some scattered communities in the Northwest. Although comparatively small in absolute numbers, the Valosian community is one of the largest Coscivian groups in the small state of Serikorda.

There is also a significant Valosian community in Fariva, concentrated almost entirely in Béyasar and its inner metropolitan area.
Extent
The Kiravian addressing system is used throughout the Kiravian Federacy and Kiravian Collectivity, with the exception of New Ardmore. In New Ardmore, streets are named and urban addresses resemble those used in Urcea or Arcerion. In rural areas, an indigenous reckoning of townlands is in use, so rural addresses in New Ardmore more closely resemble their mainland Kiravian counterparts.

The Kiravian Post's effort to fully extend the Kiravian addressing system to Atrassic Crona by delineating ram, kontruv, and vintuv is ongoing. As of 2030, the Post claims that all lots and blocks in compact villages have been addressed, but that facts on the ground have complicated efforts to comprehensively address rural areas, as well as irregular settlements and unauthorised refugees camps such as those surrounding East Rigo.

The Kiravian Post also serves the associated states of Saint Kennera and Pribraltar, and the Kiravian addressing system is used there as well. The same is true in Scapa, with the unique distinction that all addresses in Scapa are rural in form, even those in the larger towns.

Housing in Kiravia

Kiravian addressing system

The Kiravian addressing system is based on a nested hierarchy of discrete geographical units, from the dar (lot, parcel, or estate) to the block (ram) or townland, on up to the province. Kiravian addresses do not make reference to streets or roads (which are not named in Kiravia), but rather to the physical configurations of the country’s built environments and the boundaries of its administrative divisions. The web portal Kiravia.kr describes the system as “place-oriented rather than route-oriented”. The system is complex and idiosyncratic, showing considerable variation across the country.

The basis of the Kiravian system is landlots and land development. Changing patterns of development in an area thus result in changes to how locations are addressed as they are subdivided and developed.

General paradigm

There are two general forms of address in Kiravia, usually referred to as "urban" and "rural". The boundary between urban and rural in terms of addresses is often blurry. Buildings in clustered rural villages typically use an "urban"-style address,[1] while some newly built-up peri-urban developments use rural addresses.

For international mail, the country (e.g. Kiravian Federacy, Atrassic Crona, Scapa, Pribraltar, Saint Kennera) should also be specified.

Variations

In suburban areas with tract housing, the tract or development usually serves as the named kontruv or townland inside which the blocks (ram) are numbered, though this is not always the case, as smaller developments or very large developments may be included within a preëxisting townland/kontruv or subdivided into kontruya, respectively.

Populated mountains or hills often constitute their own townland. In the Northwest Territory, numbered geodesic ranges are used as an addressing unit between the countyship and vicinity, in lieu of proper townlands.

In the few linear cities realised under the Kiravian Union, a system of band + segment is used as the basis for the kontruv, within which blocks and lots are numbered quite regularly, owing to the grid-planned layout of these subunits.
