Arranda, officially the City of Arranda (Cartadanian: Cidade de Arranda; Latin: Urbs Aranda), is a major city in and the capital of the State of Alta Roma in Cartadania and the anchor of Greater Arranda. With a 2024 census population of 491,803, Arranda is the second-most populous city in Alta Roma, after Cagliasi. It is the seat of Merced County, situated in the county's heart east of the Merced River.

The city is served by Merced County Schools, which is the second-largest school district in the state. It enrolls 200,712 students in its 193 schools. The district spends approximately €18,041 per student, one of the highest per-pupil expenditures in the country. The county allocated approximately thirty-nine percent of its revenue to education in 2024, accounting for fifty-eight percent of the district's funding, with the remaining forty-two percent coming from a mix of state and federal funding.
