Elumenor Countyship is a countyship of the Kiravian state of Hanoram, located in the outer Kartika metropolitan area.

Kallumsar is a city in central Hanoram and the seat of County Elumenor. It is the second-largest city in the state.

Kallumsar is considered the core city of Hanoram's traditional Thínoran-Kalvertan culture, with the Thínorans remaining the largest single Coscivian ethnosocial group in the city, followed by Antarans, Ærans, and Læran Kir.
