The Federal Forestry Service (Coscivian: Rektārkax Kelvakrāstax Termakorvin) is the Kiravian government agency responsible for forestry. It is specifically charged with the conservation and management of the nation's designated Federal Forests, conducting scientific research of relevance to forestry, and providing support to the forestry agencies of state and territorial governments.
The Forestry Service is under the purview of the Territorial Secretariat. It is a uniformed service with a paramilitary hierarchy of ranks and pay grades. As part of its responsibility to manage vast areas of land, some of which are home to resident populations, the Forestry Service operates the second-largest system of roads in the Federacy after the Interstate Highway System, a police force - the Federal Forest Police, and an extensive aviation fleet, including the Aerial Forest-Firefighting Wing (Coscivian: Asûrisíbidutrakelvaspórdrānk).
In contrast to the lands operated by the Federal Park Service, which are geared towards natural and historic preservation, the Federal Forest System is intended for sustainable forestry and actively issues permits to timber companies to harvest on its lands, although many units of the System remain largely untouched by logging. Similarly, while the Federal Forests are open to the public, only some units have substantial services and amenities available to visitors.
History
In earlier eras of Kiravian history, through the Confederal Period, the national government had no involvement in forestry. Rather, forest management and the regulation of timbering was carried out by state governments, local governments, and non-state institutions such as clan and tribal councils and forest trusts. This began to change after the Continental War and the dawn of the Federal Period. Completion of the Kiravian conquest of the island continent presented Kiravia with an abundance of undeveloped forest land in the interior West and Northwest of Great Kirav, and the new Fundamental Statute adopted shortly after the war augmented the domestic powers of the federal government. The forest resources of Great Kirav, previously thought to be practically inexhaustible, came under much greater pressure with the acceleration of industrialisation and increased demand for land and timber around this time.
Prime Executive Partholón Ergun Térunbuir was not the first to recognise the need for public intervention to conserve large areas of forest for future use and ecological health, but was the first to recognise that timberlands had managemental needs distinct from other federally-held lands administered by the General Land Bureau (Ēvsilōmabūron). By executive order, Térunbuir created the Bureau of Forestry (Būron Kelvakrāstá), and reassigned a number of hand-picked tracts of land, mainly located in the Western Highlands, Farravonia, and the Far Northwest, from the former to the latter.
Under the Federal Forests Act of Template:H:title, ownership of the Federal Forests was symbolically transferred from the Government of the Kiravian Federation to the Kiravian People™, to be administered on their behalf by the FFS.
Operations
The FFS has a comprehensive and diversified mission profile. Conservation, sustainable forest management, and forestry and ecological research are among the agency's core competencies. To advance these activities, the FFS has positioned itself as a world leader in research on plant parasites and diseases and satellite-assisted forest monitoring.
The Forest Service's law enforcement wing, the Kiravian Forest Police, work to combat unauthorised logging, poaching, other illegal uses of Federal land (such as clandestine drug farms), in addition to providing conventional law enforcement services to
Historically, the Forest Service had a greater role in providing local governmental services to persons living and working in the Federal Forests, including timber workers on logging concessions and Urom communities. This included basic policing by Forest Rangers, a system of magistrate's courts to rule on summary offences and minor civil disputes, some frontier emergency medical care, and the enforcement of certain health, safety, infrastructural, and labour regulations. Although the Federal Forests still have a population of ~5,000 today (5,343 as of the 21200 Census), most such responsibilities were abrogated by the governmental reforms accompanying the transition away from Kirosocialismthrough downsizing, consolidation, and transfer to other agencies.
Organisation
The Federal Forestry Service is subordinate to the Territorial Executive. The head of the agency holds the title of Chief Forester (Saxiğentîr), more properly Chief Forester to the Kiravian People (Saxiğentîr Kiraviplānond).
