The Tulcea Treaty Organisation (TTO), officially the Treaty of Friendship, Cooperation and Mutual Assistance, commonly known as the Tulcea Pact, is a military and economic alliance between ten Sarpedonian nations. It implements the Tulcea Treaty signed in 2035. The TTO stipulates an agreement of collective security; in which the defence of one is the concern of all, therefore committing to a system of collective response to external threats.
