Originally the Seven Seas Trading Company, its head the renown trader Bahram Khan Yousufzai was chosen by the Sultan of Pukhtunkhwa as Foreign Minister in May 2027. It was in an effort to promote peace, trade and goodwill within the region and to make alliances that promote regional prosperity and cooperation. All assets of the company were nationalized and the Seven Seas Alliance was formed. The Headquarters for the newly created organization was shifted to Attock fort within the port city of Attock. In August 2027 the name was changed to Maritime League based on the outcome of the first official Conference. The alliance is open to all countries provided you accept the terms and conditions.
Terms and Conditions
1) A tribunal shall be established with one representative per nation, thus all nations are equal. An election shall be held annually in May to elect the Head of the Tribunal who shall act as the representative of SSA.
2) To be elected Head one must secure 3/4 majority vote and the same majority vote will be required to remove the Head of the Tribunal from this position.
3) Open and unrestricted access to ports, roads, railways and airports of SSA member nations to other members. The only condition is that the country using these facilities may not pass banned goods through the borders of the respective country without special permission from the concerned country. If a country is found guilty of such action the tribunal shall enforce disciplinary action on the nation.
4) Tax exemption is only for using the transit system of a country to pass goods through that country. It does not include goods that enter the country for the purpose of exporting to that country. For these exports tax must be paid as required.
5) Conditional economic support is provided to a member state during times of economic crisis.The conditions being that the support is only used for the purpose it is given, i.e to develop the economy of that country and may not be used for other purposes like purchase of military hardware or given to private organizations.
6) Unconditional economic and military support will be provided to members states in times of war against non member states to defend the territorial integrity of the nation and reduce civilian casualties. An invasion force may not be dispatched to the war-zone unless approved by the tribunal with a 3/4 majority vote in favor of invasion.
7) All internal disputes shall be put before the tribunal so that a peaceful solution can be achieved.
8) A nation may interact with nations outside the SSA but only under the conditions that the transaction not result in loss of territorial integrity of a member state, infringement upon the rights of a member nation or negative consequences for the alliance as a whole. In such cases the full force of the alliance shall be deployed against that nation.
9) Any member state may put forth the name of a nation before the tribunal for consideration for membership, thus all who hope to join may send a telegram to a member state. A state shall be accepted as a member if 2/3 majority is in favor of joining.
10) A nation may be removed from the SSA if a 2/3 majority vote is in favor of removal.
11) The port of Attock district shall be under the administration of the SSA and no country may have jurisdiction in Attock. A joint SSA task force shall be positioned to protect law and order in Attock and SSA army shall be responsible for its defense.
12) In times of need SSA HQ at Attock may serve as neutral ground so that SSA members may hold public or secret negotiations without interference.
13) Any amendment in the terms and conditions except clause 11, 12 and 13 may be put before the tribunal and will be passed if 2/3 majority vote in favor of the amendment is secured.
