Moloka, officially the Moloka Accommodation Facility is a small company town in Naifen county, Cao. Founded in 2001 by the National Dairy Corporation's powdered milk division, Moloka is populated exclusively by the employees of the nearby industrial plant and named after its flagship product of Moloko powdered milk. Moloka was incorporated as a municipality in 2005 by decree of Cao's governor. Most of the workers are ethnic Rusani Muslims brought over from Rusana to work exclusively in Moloko production. The towns ethnic composition and the importance of powdered milk to the island's economy means that strict rules on religious displays have been notably relaxed in Moloka. The embryonic model employed in the construction and running of Moloka, wherein a corporate entity has full control but also responsibility for providing services to the population is being replicated in a slew of new towns being built across Xisheng and especially the areas recently annexed from Varshan.

The inhabitants of Moloka live in prefabricated container like structures installed by the company free of charge. Each unit is connected to electric and water infrastructure, the doors are electronic and linked to keycards given to all employees; high speed internet is provided by underground cables. Moloka does not have an official police force, relying instead on the company's uniformed Loss Prevention Unit for security. Moloka has three halal-friendly mini markets; the Go-Go Quickie, Niunai Store and the Qwik-E-Mart, one mosque, a clinic staffed by occupational physicians and its own underground catacomb system.

Moloka is connected to the Cao road system by an asphalt county road. The company also provides free bus services every three days to Chichet and Xih. Local drifter Dagalo Mohammad provides transportation inside Moloka via his bike taxi. The town is administered by NDC's Comptroller department, with Second Rank Senior Comptroller Tammy Chen supervising the town's functioning. The town has its own newspaper since 2009 printed and distributed by volunteers from the town.
