The Schedule of Senior Colonial Tenures (Coscivian: Rolēden Axerkax Héśdiforóskya) is a Kiravian [what would you even call this?] establishing guidelines for the selection, tenure, and compensation of persons appointed by the Prime Executive of the Kiravian Federacy to senior administrative posts in the Kiravian overseas colonies, most importantly colonial governors. Although it has no legal force and is not binding on the Prime Executive, Kiravian leaders have nonetheless adhered to it fairly reliably since its adoption, with some exceptions. The primary purposes of the Schedule are to discourage corruption with regard to pay and appointments, establish standards of qualification for appointees, and promote regularity with regard to tenure for offices not otherwise regulated by constitutional law or legislation.

Background

The power to appoint governors for overseas colonies, territories (both internal and external), dependencies, provinces, and other federal subjects (with the exception of Sydona) is vested in the Prime Executive by the Fundamental Statute. Governors of territories located in Great Kirav are also appointed by the Prime Executive, but must be confirmed by the Stanora and have the attributes of their office - such as terms, pay, and eligibility requirements - defined by their territorial charters. Similarly, those colonies that have been admitted to the Federacy as full overseas states still have their governors appointed by the Prime Executive, but within the parameters set out in their colonial charters, generally specifying term length and requiring some form of input from the colonial citizenry and/or legislature. However, for most of Kiravian history up to the present day, gubernatorial appointments for most overseas territories have not been substantially constrained by territorial charters or Organic Acts, and even where they have, these laws have granted the Prime Executive great latitude in making appointments.

Thus, throughout the history of Kiravian overseas expansion, most senior colonial administrative posts have been:

  • Unilaterally appointed - Appointed by the Prime Executive alone, not subject to Stanoral confirmation or mandatory input from any other body, official, or group.
  • Indefinite in tenure - Without defined temporal terms of service or limits on how long an individual could occupy the post. Most have served at the pleasure of the Prime Executive.
  • Arbitrarily compensated - Without fixed salaries or other restrictions beyond general federal emoluments law. Funds to pay salaries subject to Stanoral authorization, but authorized budget-to-budget and could vary greatly from year to year based on political and other conditions.
  • Q - Without defined eligibility criteria beyond general constitutional requirements, e.g. Kiravian citizenship.

This state of affairs was widely accepted as settled consensus, leading some commentators at the time of the Schedule's adoption to opine that the system had persisted because it had generally worked. However, the lack of defined whatever did create some practical problems for the .... and on numerous documented occasions did allow for the appointment of incompetent, disengaged, and absentee governors.

Provisions

For a listed office, the Schedule prescribes:

  • Terms of Service - For almost all applicable territories, the Schedule indicates a fixed period of time as a gubernatorial or other term. At the conclusion of a term, the appointment may automatically renew (in the absence of orders to the contrary) or automatically lapse (in the absence of an affirmative renewal by the PE), but most often
