The Senate of Verona is the upper house of the Verona General Assembly, the lower house being the Verona Chamber of Emissaries. The Senate convenes, along with the Chamber, at the Verona State Capitol in Sevilla.
Due to a combination of the state's large population and relatively small legislature, the State Senate has the largest population per state senator ratio of any state legislative house. In the Cartadanian Chamber of Emissaries, Verona is apportioned 104 Representatives, each representing approximately 734,159 people, while in the Senate of Verona, each of the 80 State Senators represents approximately 952,993 people. This means that Verona State Senators each represent more people than Verona's members of the Chamber of Emissaries.
The lieutenant governor presides daily over the Senate of Verona. In the lieutenant governor's absence, the President pro Tempore presides, usually a powerful member of the majority party. The Senate is equal with the Chamber of Emissaries, the lower chamber of the legislature, except that taxation bills must originate in the Chamber, similar to the federal Congress. Members of the Senate of Verona are elected every four years by the voters of the 80 senatorial districts on the Tuesday succeeding the first Monday in October, mirroring federal elections. The last election took place in October 2024. There are no term limits for senators, though most do not serve more than three terms.
