The Veltorine Popular Defense Committee (VPDC) was the military umbrella group for the defense of Cetsencalia and the Veltorine population of Cetsencalia. Organized in early 2021 during the Invasion of Cetsencalia, the VPDC consisted of regular military forces and militias fighting under Nysdra Sea Treaty Association command as well as cells of guerrilla and irregular fighters. In summer 2022, following the liberation of Cetsencalia, it was established as the official armed force of the Veltorine Territories. It was dissolved as an armed force with the establishment of New Veltorina in 2026, but it remained a quasi-political organization within the New Veltorine Provisional Government until the establishment of constitutional government in New Veltorina. Its leadership and political apparatus was reorganized as the Party for the National Movement ahead of the 2027 elections in New Veltorina.

The Veltorine Popular Defense Committee Army of National Reclamation (VPDANR) was the regular army component of the VPDC, with the nucleus of the VPDANR being formed out of the former Cetsencalia defense forces supplementing their number with militiamen who committed to full terms. The Army of National Reclamation formed itself into two corps made of eight total divisions, five of which were used during the Final War of the Deluge in garrison and anti-raiding responsibilities in the Veltorine Territories. The five divisions used for these defensive purposes never reached full strength, but were nonetheless viewed by Urcea as an important morale tool for the Veltorine people and also lightened the need for Royal and Imperial Army forces to do those roles, opening those forces up to be used elsewhere. The remaining three divisions were reorganized as the 1st, 2nd, and 3rd Veltorine Volunteer Divisions and were seconded to the Royal and Imperial Army. These divisions, which reached almost full strength and were largely supplied by modern Urcean equipment, were commanded by breveted ethnic Veltorine Urcean nationals serving in the Royal and Imperial Army. These divisions played a crucial role in the Quetzenkel front, where they served in a number of campaigns including Operation Pullman and the Fall of Anzo. During the fall of Anzo, much of the three divisions initiated a sack of the city before they could be put under control by other Royal and Imperial Army units. Many of its officers and personnel faced reprimands for these actions and were tried by VPDC political authorities for their crimes, but none ever faced an international tribunal for war crimes, which the Royal and Imperial Army acknowledged they were.
The three Veltorine Volunteer Divisions returned to VPDANR service by the Royal and Imperial Army on 1 January 2026 and were subsequently dissolved, with their personnel being distributed among the five remaining divisions. The corps structure of the VPDANR was dissolved as part of this reorganization. The VPDANR officially dissolved on X, X 2026 and became the Veltorine Territories Defense Force and were subsequently transformed into the Army of New Veltorina on X, X 2026.
