The Military Rectory of the Veltorine Territories was the military administration of parts of former Cetsencalia in Crona. It was formed following the liberation of New Taxades and subsequent Crown Dissolution Act of 2022. The establishment of the Territories was intended to streamline the prosecution of the liberation of Cetsencalia while fully removing any vestige of the old Cetsencalian administration. In March 2026, the Conshilía Daoni passed the Veltorine Organic Act, paving the way for the territory to be reorganized as an independent Republic with its functions transferred to the New Veltorine Provisional Government upon proclamation of said state. The Republic of New Veltorina was proclaimed on May 16th, 2026, ending the existence of the Veltorine Territories.
Nomenclature
Following the Invasion of Cetsencalia and subsequent capitulation of the Veltorine Social Council, the view among the Veltorine diaspora as well as most Occidental commentators was that the "Cetsencalia project" was largely discredited. The name Cetsencalia became largely associated with the Veltorine Social Council and was not used by the Veltorine Popular Defense Committee or by other post-Invasion groups. Although the portions of the territory held by Urcea and NSTA forces following the invasion continued to be called the "Military Rectory of Cetsencalia" (called the "provisional rectory"), the name "Veltorine Territories" entered increasing use. The term was officially used by the Crown Dissolution Act of 2022 and became the name of the newly reorganized territory.
Governance
The Veltorine Territories are a military rectory of Urcea and are nominally administered by Martin St. Clair as Military Rector. Its administrative features are largely intended to facilitate the liberation of the country from Varshan occupation, and are provided for by the Crown Dissolution Act of 2022.
The Act dissolved all remaining parts of the government of Cetsencalia - some of whom, especially local government apparatuses, were still functioning during the "provisional rectory" - and instead created a system of four Military Prefectures. The four Prefectures created by the Act ran west to east as the "Oceanic Prefecture" which included the territories on the country's western peninsula, the "Western Core Prefecture" including the cities between the western peninsula and New Taxades including the Pentapolis region, the "Capital Prefecture" including New Taxades and most of the urban centers on the northern coast, and the "Eastern Frontier Prefecture", covering the mountainous region in the eastern portion of the country. Each Prefecture was run by the corresponding local Royal and Imperial Army commander who exercised "total executive authority" with consultation by a Civilian Proprefect, a local Veltorine appointed by the Prefect to help advise on civilian affairs and recommend courses of action to the Prefect. Local governments were dissolved by the Act and each municipality within the Territories was instead administered directly by three person committees of officers of the Veltorine Popular Defense Committee who were responsible with coordination with the Prefect and Civilian Proprefect.
Military
The Veltorine Popular Defense Committee was established as the official armed forces of the Veltorine Territories by the Crown Dissolution Act of 2022. The Act also provides that local revenues, such as taxes and dues, are to provide for the budget of the VPDC in addition to any funding by Urcea.
