Prior to serving in elected office, Iarnán became a foremost expert on energy policy at a relatively young age and became a close aide to Michael Witte, Procurator of Urcea. Iarnán played a large role in developing Urcea's transition to nuclear energy, and also has been a major leader in Urcean monarchism.

Early life

Livio Iarnán was born on 9 July 1976 in Coria, the Cape, Urcea. His father was a worker on a Sea of Canete oil rig while his mother was a homemaker. Due to his father's line of work, Iarnán developed an interest in energy and energy policy at a young age. Although his father was often away, the family had a comfortable existence. He began attending the Collegium Scientificum in Urceopolis in 1994 with a focus on studies in the energy industry. He explored multiple internships with energy companies during college, but eventually had a formative internship experience with a member of the Archcathedral Council of Urceopolis in 1995, shifting his potential career focus from private sector energy consulting to public sector energy policy. Iarnán began working part time in the Conshilía Daoni in 1996 for Michael Witte, a relatively prominent member of the Commonwealth Union. He graduated from the Collegium Scientificum with a degree in energy policy in 1998, when he began working for Witte full time. He was a member of Witte's campaign team during the 2000 Urcean elections when Witte lead the Commonwealth Union to victory and was elected Procurator. Despite his young age, Iarnán was appointed Witte's chief energy policy advisor in 2001 and continued to serve in that role through 2005. During that time, Witte actively encouraged Iarnán to run for office and established connections for his advisor. In the 2005 Urcean elections, Iarnán stood for a seat in the Conshilía Daoni for his native Coria, Cape province community. With Witte's support, Iarnán won 55% of the vote against three other candidates.

Political career

Iarnán, during his first term in the Conshilía Daoni, had the unusual distinction of being simultaneously appointed Commissioner for Energy and Resource Management, one of the few members of the Daoni to ever serve both as head of a Ministry office while in office. He was additionally appointed Vice Chair of the Committee on Energy. During his first term, Iarnán quickly established himself as the Commonwealth Union's leading figure on energy policy. Iarnán was instrumental in the early exploitation of uranium resources during The Deluge and has been widely credited with being a leading figure in bringing about Urcea's nuclear revolution. When Michael Witte stepped down as Chancellor at the end of 2008, Iarnán supported James Cossus Reed to become leader. Iarnán was subsequently appointed Deputy Leader for Treasury Relations, the leading liaison position between the Conshilía Daoni and Conshilía Purpháidhe. Iarnán was reelected in 2010 with 62% of the vote against two other candidates. During that election, he was an active campaigner for James Cossus Reed in his race for Procurator. Although Reed lost in a close race, Iarnán was perceived as being a reliable party member and not just a protégé of Michael Witte. Iarnán retained his role in the Ministry and Daoni during the 2011-2015 session. With the sudden collapse of the Commonwealth Union, Iarnán remained loyal to James Cossus Reed and joined the Union for National Solidarity in the 2015 elections in which the party finished in third place in the Conshilía Daoni, and James Cossus Reed was defeated during the election. With the support of Reed and Witte, and with the defeat of many more senior members, Iarnán was elected party leader on 8 December 2015. Leading many freshmen members in the 2016-2020 session, Iarnán spent time rebuilding the party's donor base and local connections while becoming a prominent critic of the National Pact leadership of Bridget Farrell and James Dynan, criticizing their handling of Cronan affairs as well as a commitment to Crown Liberal ideals above and beyond the views of the rest of Urceans. Iarnán made major inroads and became a public figure during the 2018 Urcean institutional referendum, when he became the most prominent defender of the monarchy during the public campaign. Iarnán also became Minority Leader of the Conshilía Daoni as a result of the referendum, with a minority faction of the Social Labor Party forming the informal "Retainer Party" with the Union for National Solidarity, a coalition of center and center-left monarchists. Iarnán lead opposition to the Royal and Provincial Tax Act of 2020, which proved extremely unpopular in many parts of Urcea and strengthened the Union's polling for the upcoming elections. During the 2020 Urcean elections, the Union for National Solidarity won the second most number of seats and managed to form a minority government with the Julian Party with the blessing of Riordan VIII, becoming Chancellor and Temporary President on 1 January 2021. Iarnán lost the Procurator election by less than half a percentage point.

As Chancellor and Temporary President, the most pressing issue before the Conshilía Daoni was management of the Final War of the Deluge, and Iarnán's top priority was committing additional military funding to the war effort. During the war, Iarnán became leader of one of the few national governments in the history of the Conshilía Daoni. Iarnán prioritized building closer connections with the Julian Party on social issues while emphasizing the Union for National Solidarity's focus on social justice issues and electoral reform. Iarnán survived an attempt by the National Pact in 2022 to break the national government agreement, which greatly reduced the strength and standing of the National Pact. During the prosecution of the war, Iarnán's working relationship with Procurator Bridget Farrell grew increasingly tense, and in many cases Iarnán began to work directly with Riordan VIII in his role as King of New Harren for wartime planning. In 2022, Iarnán agreed to a non-compete with the Julian Party for the 2025 Urcean elections, which lead to further agreements between the two parties which culminated in a complete merger of the parties and formation of the Solidarity Party on 1 January 2025. Running on a platform of social and electoral reform, strengthening the guild system, and criticizing the National Pact's handling of the war. In the 2025 Urcean elections, Iarnán easily won the Solidarity primary and was elected Procurator and the Solidarity Party won a majority in the Conshilía Daoni.

Sworn in as Procurator and reelected as Chancellor and Temporary President on 1 January 2026, Iarnán took the unusual step of having a smaller inauguration as Procurator and insisting on being called Chancellor in public rather than Procurator, emphasizing the superiority of the Crown and Legislature over that of the office of Procurator.

In 2034, Iarnán announced he would be retiring at the end of his current term. He was succeeded by Caelian Agricola of the National Pact on 1 January 2036, while Cassia Mac-Niall of his own party succeeded him as Chancellor and Temporary President the same day.

Personal life

Iarnán married Bara Dáire on 1 August 1998, and the couple has four children; the two met at the Collegium Scientificum. The Iarnán family lived in Coria prior to Livio's election to the office of Chancellor and Temporary President, when he moved into official apartments in the Julian Palace. Iarnán is a practicing Catholic. He is a member of the Tarpeii estate.
