The Internal Office of the Imperium, often referred to as the Internal Office or INTO, serves as the domestic affairs executive ministry of Caphiria. Operating under the Ministry of Diplomacy, INTO runs opposite to the External Office and is tasked with advising the Imperator on domestic matters, coordinating national policies, and manages Caphiria's domestic administration. Historically, INTO can trace its origins back to the Third Imperium, making it one of the oldest and most crucial ministerial offices in Caphiria. Led by the Chancellor of the Internal Office (Cancellarius Interioris), who reports directly to the Chancellor of Diplomacy and the Imperator.

INTO comprises five primary departments: the Office of the State is responsible for the organization of public services, management of governmental structures, and executes public administration; the Office of Legislative Affairs is responsible for the formulation, implementation, and revision of domestic laws and regulations; the Office of State Management formulates and implements policies related to fiscal management, budgeting, public expenditure, and financial accountability; the Office of Economic Growth is charged with advancing economic policies and initiatives to foster sustainable growth, and the Office of Security Affairs manages domestic security matters, coordinating with law enforcement agencies, emergency services, and intelligence departments to maintain public safety and order.

The current Chancellor of the Internal Office is Ezechino Orselius, who took office in 2020. Throughout the Imperium, INTO works closely with other departments and ministries, consulting with the National Assembly and Senate on domestic policy initiatives and reforms.

As one of the most crucial ministries of Caphiria, INTO has played a significant role in shaping the nation's domestic policies and maintaining civil order. It continues to be an instrumental component in Caphiria's administration, contributing to the overall governance of the Imperium.

Organization

Office of the State

The Office of the State (OOS) plays a crucial role in ensuring the smooth operation of the state's functions, serving as the primary office for administrative and civil service matters. As the administrative backbone of the government, the OOS has a broad mandate to ensure the efficient operation of the state's functions, primarily focusing on civil service management, administrative regulation, and inter-departmental coordination.

The OOS plays a crucial role in managing and developing the Caphirian civil service. Its tasks include: setting standards for recruitment and appointment of civil servants across various government departments, setting performance benchmarks and conducts regular evaluations of civil service staff, and setting and enforcing ethical standards for civil servants, aiming to foster a culture of integrity, transparency, and responsibility within the government. The OOS is responsible for the professional growth and development of civil servants, running training programs, encouraging continuous learning, and fostering leadership development within the civil service.

The OOS also has a significant role in coordinating and standardizing administrative processes across different government departments. Specific tasks include: developing and enforces administrative regulations to ensure that government operations are compliant with the law and meet the highest standards of efficiency; taking the lead in streamlining administrative procedures to reduce bureaucratic red tape, improve public service delivery, and promote innovation within the government; and fostering collaboration and coordination among different government departments by setting up mechanisms for information sharing and joint decision-making, aiming to improve efficiency and consistency in government operations.

The OOS is led by the Prolegatus of State Affairs, a high-ranking official appointed directly by the Imperator and reporting to the Chancellor of the Internal Office. The Prolegatus oversees the operations, sets strategic goals, and ensures alignment with the Imperator's directives. They are supported by a team of senior civil servants and administrators who manage the department's day-to-day operations and implement its programs.

Office of Legislative Affairs

The Office of Legislative Affairs (OLA) operates as the primary interface between the Imperator and the legislative branches of government, namely the National Assembly and Senate. This pivotal position facilitates the communication of the Imperator's legislative initiatives and decrees, thus serving as a vital mechanism through which the Imperator exercises his auctoritas principis (primary legislative authority). Entrusted with significant responsibility for managing and directing the legislative process on behalf of the Imperator, the OLA works closely with lawmakers to provide policy proposals, legislative texts, amendments, and briefings developed under the Imperator's directives. By guiding the development and passage of laws in the legislative branch, the OLA effectively extends the Imperator's legislative authority and shapes the legislative agenda.

In addition to its core function of coordinating the Imperator's legislative activities, the OLA is tasked with managing the legislative calendar, prioritizing initiatives, and deciding when and how to present them to the legislative bodies. This involves strategic planning, negotiation, and coordination with legislative leaders and committees to ensure the efficient and effective advancement of the Imperator's legislative agenda. The OLA also has the crucial role of monitoring the progress of legislation in the National Assembly and Senate. It provides regular reports to the Imperator and offers advice on necessary interventions or adjustments. This may include suggesting the use of the Imperator's veto power or proposing amendments to legislation to better align with his policies.

Beyond the realm of legislation management, the OLA provides legal opinions on legislative matters, ensuring that laws passed by the National Assembly and Senate align with the Constitution and the Imperator's directives. It is responsible for interpreting legislative texts, carrying out detailed legal analysis, drafting legislative documents, and consulting with other governmental and non-governmental entities.

The OLA is led by the Prolegatus of Legislative Affairs, a position of significant influence and responsibility within the Caphirian bureaucracy. The Prolegatus is appointed by and reports directly to the Chancellor of the Internal Office. In their capacity as the head of the OLA, the Prolegatus is typically a seasoned legislative expert or a senior bureaucrat with an intimate understanding of Caphirian legislative processes and political dynamics.
