The Veltorine Principality of Cetsencalia was a country in Crona. The territory was part of Quetzenkel until the South Nysdra War, after which time it was carved out as a state for the resident Veltorine people of western Quetzenkel in 2015. Following a period of military administration, the Principality was established by the Cetsencalia Organic Act of 2019 and the new state formally came into being in 2020 with the coronation of Riordan VIII as Prince of Cetsencalia. The Principality was dissolved in 2021 following the fall of New Taxades and capitulation of the Veltorine Social Council during the Invasion of Cetsencalia. Following a provisional military administration, Cetsencalia was reorganized as the Military Rectory of the Veltorine Territories following the liberation of New Taxades in the summer of 2022. Following the end of the Final War of the Deluge, the territory was once again reorganized as the Republic of New Veltorina.

Cetsencalia was a member of the Nysdra Sea Treaty Association.

Etymology

The term Cetsencalia was used as early as 1650 by Derian explorers of the Nysdra region, and the term was a simple Latinization of the name of Quetzenkel. The term was used in various applications until the early 20th century when its use was considered obsolete. The term entered prominent use in the 2000s and 2010s by Veltorine people living under Quetzen authority. The separate use of the term to describe the lands which made up Cetsencalia was primarily driven by the Levantine Times Union in the 2010s, whose coverage of the South Nysdra War used the term to differentiate the recently annexed area from Quetzenkel. The term became the interim territorial name for the region but was adopted as the official name by the Veltorine Social Council in 2017 during their participation in the Veltorine settlement project. The name "Principality of Cetsencalia" was formalized with the Cetsencalia Organic Act of 2019.

Following the fall of Cetsencalia, the term fell out of use as a national term due to its association with the Veltorine Social Council. It remained a name for the territory in Crona west of Quetzenkel largely devoid of its national connection. The Crown Dissolution Act of 2022, which formally dissolved the Principality, allowed the Apostolic King of Urcea to retain title of Prince of Cetsencalia.

Cetsencalia's government was established by the Cetsencalia Organic Act of 2019, which provided for a constitutional monarchy under the authority of the Prince of Cetsencalia, a title held by the Apostolic King of Urcea. Intended to be an ethnic state, the Organic Act established the Veltorine Social Council as one part of the legislature as well as the body responsible for the appointment of a executive cabinet.

The Prince of Cetsencalia is a title held by the Apostolic King of Urcea, who served as sovereign and nominal executive of the Cetsencalian government.

Executive Cabinet

The Executive Cabinet was the body responsible for the day-to-day administration of the Cetsencalian government.

Veltorine Social Council

The Veltorine Social Council was established by the Government of Urcea in 1984 following the Assumption Accords. The Council replaced the Veltorine government-in-exile as the official advocacy and heritage organization of Veltorine people living in Lariana and Urcea following the ejection of the government-in-exile as a result of the Accords. The Council was originally structured as a national council of local heritage organizations, ranging from sixty to four hundred chapters during the period 2014 to 2016. In 2016, the Council was reformed by the Urcean government to assume responsibility for the Veltorine peoples living in Crona that it had taken charge of as a result of the South Nysdra War. The Council was changed to include representatives elected by forty "circles", with each circle representing various organizations and geographic populations of Veltorine people. In 2016, the Council was entrusted with overseeing the migration and settlement of Veltorine people in the newly acquired territory of Cetsencalia. The Council was elevated to having official government status in 2019 with the passage of the Cetsencalia Organic Act, establishing the Council as the upper house of the legislature with direct oversight of the executive. The Chairman of the Council was responsible for nomination of members of the Executive Cabinet and also responsible for approving their budgets, and all members of the Cabinet are sitting members of the Council.

The Council as established in 2019 was comprised of 350 members, of which 50 were elected from "circles" of Veltorine groups in Urcea and Lariana, 150 were elected directly by Veltorine residents in Cetsencalia, 100 were elected by members of the Principal Assembly, and the remaining 50 were elected by non-Veltorine residents of Cetsencalia, though only Veltorines could stand for the seats. The Organic Act established four year terms for members of the Council beginning in 2020.

The Veltorine Social Council agreed to the capitulation of the country during the Invasion of Cetsencalia and was subsequently derecognized by the Government of Urcea.

Principal Assembly

The Principal Assembly was established by the Cetsencalia Organic Act in 2019 as the lower house of the Cetsencalian legislature. While the Assembly did not have power of the purse, all new laws for the Principality had to originate in and pass the Assembly before going for approval in the Council. Additionally, the Assembly was responsible for the confirmation of nominees to the Executive Cabinet. Unlike the Veltorine Social Council, the Principal Assembly had no ethnic qualifications or divisions and was elected on the basis of one man, one vote universal suffrage. The Assembly was organized with 500 members, representing equal population electoral districts throughout the Principality apportioned every decade.
