The Urban Cohort (CU), sometimes known as the State Police, is the principal law enforcement agency and domestic security service of Caphiria. The Urban Cohort operates under the jurisdiction of the Ministry of Defense and receives oversight from the Office of Judiciary Enforcement within the Ministry of Justice. With approximately 2 million personnel, the Urban Cohort is active in every major city and province throughout Caphiria. The primary function of the Urban Cohort is to ensure law and order, investigate major crimes, manage civil disturbances, and implement counter-terrorism operations. In addition to its core policing duties, the CU is also responsible for the security of critical national infrastructure, border control within domestic regions, and coordination with other intelligence and security agencies.

Specialized units were formed to counter these emerging threats, and collaboration with other domestic and international agencies became a cornerstone of its operations. As the nation entered the 21st century, the advent of new technologies, increased mobility, and changing socio-political landscapes meant that the CU had to adapt and modernize. Training programs were overhauled, equipment was updated, and new divisions specializing in areas like transport security, industrial espionage, and organized crime were established. Today, the CU is equipped with state-of-the-art technology and undergoes rigorous training, making it one of the most formidable law enforcement agencies in the world.

The Urban Cohort operates with a highly structured hierarchical system. With directives and advice stemming from the Prime Minister of Defense, the Executive Officer provides overarching leadership to the entire organization. This esteemed position also entails participation in the Caetus Legati military council, ensuring coordinated efforts between various security entities. Directly reporting to the Executive Officer are specialized divisions, each dedicated to nuanced areas such as cybercrime, narcotics, intelligence, and high-risk operations.

Two notable roles of the Urban Cohort are the oesitior and the vigilum. The oesitior, or public security officers, are primarily responsible for maintaining general public order, addressing basic infractions, and ensuring day-to-day safety in communities. Their role is more focused on public interaction, prevention, and immediate response to local incidents. On the other hand, the vigilum, or field agents, are equipped to handle in-depth investigations into more serious crimes. Their training and jurisdiction grant them extended enforcement authority, making them adept at resolving complex cases. Both ranks play integral roles within the Urban Cohort, collectively ensuring a comprehensive approach to law enforcement across Caphiria.

The advisory Board is comprised of senior officials and external advisors and provides strategy recommendations and advice.

The territory of Caphiria is divided into distinct geographical commands, each managed by a senior field agent or regional commander. The purpose of these regional commands is to localize law enforcement efforts, ensuring that tactics, strategies, and operations are uniquely tailored to the socio-cultural and crime-specific nuances of different regions. Under the umbrella of these regional commands, Vigilum is further segmented into dedicated units, ensuring that each sector of crime is addressed with pinpoint precision and expertise. Within each regional command, there's an analytical wing dedicated to synthesizing raw data into actionable intelligence. Utilizing modern technologies like geographic information systems (GIS) for crime mapping and big data analytics, these teams unearth patterns, predict potential crime spikes, and provide real-time intel to field agents on the ground. For circumstances that demand a highly specialized response, the Vigilum boasts an array of elite teams, such as Rapid Response Units, undercover operations, and CSI teams.

Across the Imperium, territories are segmented into local precincts, each supervised by a precinct captain or senior officer. These precincts cater to the specific needs and dynamics of their communities, ensuring that law enforcement strategies are culturally sensitive, relevant, and effective. Within these precincts, Oesitiors are organized into dedicated patrols and squads, focusing on distinct facets of community safety, from urban patrolling to traffic management.

Every precinct is fortified with a community liaison unit, committed to understanding the pulse of the community. They gather feedback, mediate community disputes, and foster partnerships with local leaders, educators, and businesses. Through the lens of technological innovation, these units harness community surveillance systems, social media monitoring, and public feedback platforms, creating a two-way communication channel with the citizens they serve. For situations that require immediate intervention and rapid action, Oesitiors are supported by Emergency Response Squads, specialized in managing crises from large-scale accidents to public disturbances. The most common types of PSOs are in Traffic Control and Safety, which manages the flow of vehicles and pedestrians, ensuring road safety is upheld. Their responsibilities range from handling minor traffic violations to investigating major accidents. When accidents occur, these officers are often the first on the scene, providing immediate assistance, gathering evidence, and piecing together the events leading to the mishap. Traffic PSOs are also responsible for setting up strategic sobriety checkpoints and other deterrents.
