The Urban Cohort (Caphiric Latin: Cohorte Urbana), also known by its abbreviation CU and less commonly as the State Police, is the principal law enforcement agency and domestic security service of Caphiria. The Urban Cohort operates under the jurisdiction of the Ministry of Defense and receives oversight from the Office of Judiciary Enforcement within the Ministry of Justice. With approximately 2 million personnel, the Urban Cohort is active in every major city and province throughout Caphiria. The primary function of the Urban Cohort is to ensure law and order, investigate major crimes, manage civil disturbances, and implement counter-terrorism operations.

The Urban Cohort was established during the formation of the Fourth Imperium in the late 18th century as a specialized unit to protect the urban centers of the empire. Over time, the Urban Cohort expanded as Caphiria's cities grew and its infrastructure became more intricate and vital to the Imperium's functioning. The CU transitioned from simply guarding static locations to proactively policing urban areas, conducting investigations, and ensuring civil order. In the 19th century, the First Great War occurred and forced the Urban Cohort to further evolve into a domestic security service.The 20th century brought further challenges with the rise of global terrorism, cyber threats, and transnational crime. Specialized units were formed to counter these emerging threats, and collaboration with other domestic and international agencies became a cornerstone of its operations. As the nation entered the 21st century, the advent of new technologies, increased mobility, and changing socio-political landscapes meant that the CU had to adapt and modernize. Training programs were overhauled, equipment was updated, and new divisions specializing in areas like transport security, industrial espionage, and organized crime were established. Today, the CU is equipped with state-of-the-art technology and undergoes rigorous training, making it one of the most formidable law enforcement agencies in the world.

The Urban Cohort operates with a highly structured hierarchical system. With directives and advice stemming from the Ministry of Defense, the Executive Commissioner provides overarching leadership to the entire organization. The Executive Commissioner also participates in the Caetus Legati military council, ensuring coordinated efforts between various security entities. Beneath the EC, the Urban Cohort is organized into 4 specialized divisions: the Cybercrime Cohort, the Narcotics & Organized Crime Division, the Intelligence Wing, and the Special Operations Cohort. Additionally, the Lictor Protection Division is responsible for guarding Caphirian magistrates based on their political rank. Lictors serve dual functions: offering physical security and symbolizing civil authority. Their role is both practical, in providing protection, and symbolic, emphasizing Caphirian governance. The CU's ground operations involve two key roles: the oesitior and the vigilum. Oesitior, or public security officers, engage with the community, address minor infractions, and maintain daily safety. They act as the immediate point of contact for local concerns. The vigilum, as field agents, investigate serious crimes and possess extended enforcement capabilities to handle intricate cases.

In recent years, the Urban Cohort has been at the forefront of implementing technologically advanced crime prediction models, using big data and analytics to predict potential crime hotspots. This proactive approach has resulted in a significant reduction in crime rates in several urban areas. The current Executive Commissioner of the CU, Anastin Volkhomo, was appointed in 2028. The primary mission of the Urban Cohort is to protect and defend Caphiria, uphold and enforce the criminal laws of the Judiciary, and provide leadership and criminal justice services at various levels. Powers and authority

The Urban Cohort is vested with extensive police powers to enforce Caphiria's laws, including crime prevention, arrest, law enforcement and investigation, possessing jurisdiction across virtually the entire Imperium. The Cohort operates uniformly across all provinces and territories, and crimes or operations that traverse multiple regions fall under its purview. The Cohort's collaboration with local and provincial law enforcement ensures a coordinated and effective approach to crime prevention and response. Its jurisdiction also has an international facet, partnering with overseas law enforcement on matters of shared significance.

The Urban Cohort is granted comprehensive police authorities, encompassing a wide array of responsibilities and rights. These include preventive measures such as maintaining security systems, checkpoints, and surveillance apparatus to deter criminal activities. While public security officers hold the legal authority to detain individuals on suspicion of criminal activities, adhering to due process of law, only field agents may arrest. Both agents are able to inspect properties and individuals, and confiscate relevant evidence. They are also permitted to question suspects, witnesses, and other relevant parties.

The CU is also responsible for ensuring that Caphirian constitutional rights are not infringed upon, and there are mechanisms for citizens to lodge complaints regarding rights breaches, guaranteeing a prompt response from the Cohort.

History

Background

In the 1700s, the Răcini Estate, led by the ambitious patriarch Vadimion Răcini, identified a growing opportunity in the southern provinces of Caphiria. The region was a melting pot of trade, with the rich lands of south Sarpedon offering an abundance of resources, particularly rare spices, minerals, and textiles not found in other parts of the Imperium. The wealth that flowed through the trading cities was immense, and Vadimion wished to control the flow of trade. Vadimion embarked on a shrewd campaign, forming alliances with other influential families and merchants while simultaneously undermining his competitors, often using covert means such as espionage and sabotage. The Răcini Estate established its dominance in strategic trading cities such as Maladra, Durva, and Trebimárno, creating a network of controlled trade routes.

However, with increased wealth came increased threats. The trade cities became hotbeds of crime, espionage, and political intrigue. Foreign spies sought to infiltrate the Răcini’s trade networks, and local criminal syndicates desired a piece of the vast Răcini wealth. Furthermore, the looming threat of revolution from the southern provinces meant that the Răcini holdings were at heightened risk.

To protect their interests, the Răcini Estate established a private police force in the late 1760s. This force, initially called the Răcini Guardians, was a select group of skilled warriors, tacticians, and spies recruited from various parts of the empire. They were not just bodyguards; they were trained to conduct covert operations, gather intelligence, and most importantly ensure the safety and dominance of Răcini trade routes. Vadimion was able to use his Răcini Guardians to establish exclusive trading rights with territories in the deep southern wilderness and introduced rare commodities like exotic spices, precious gems, and unique textiles to the Caphirian markets, which were previously inaccessible.

As their wealth and influence grew, so did threats from envious rivals, bandits targeting their trade caravans, and pirates preying on their merchant ships. The Răcini Estate found it necessary to permanently garrison the Răcini Guardians at key cities and locations, hiring additional mercenaries, retired soldiers, and experts in combat from across the continents. Vadimion ensured his men had plenty of food and wine, and paid them in silver on a weekly basis. By the 1770s, the Răcini's influence was unmatched. Using their financial might, they funded rebellions against corrupt local lords and replaced them with Răcini-loyal administrators. This played a role in the events that led to the the Veltorine War of Independence in 1771. While the Caphirian military engaged in open warfare, the Guardians protected Răcini interests behind enemy lines, ensuring that the flow of goods and wealth remained uninterrupted. Their effectiveness in maintaining order amidst chaos drew the attention of the rapidly declining Third Imperium, who was grappling with the strains of internal strife and now full rebellion. The Third Imperium, which was already facing challenges from multiple fronts, recognized the advantage of having a well-organized and highly skilled private force like the Răcini Guardians on their side.

Realizing the opportunity, Vadimion Răcini proposed a grand alliance. He offered the services of the Răcini Guardians to the Imperium in exchange for official recognition and the promise of greater autonomy in their trade operations once the war was over. The Imperium, desperate for any edge in the war, readily accepted. Thus, the Răcini Guardians were temporarily integrated into the Caphirian military structure, but with a significant degree of autonomy. They became an elite force, often sent on critical missions and covert operations. Their successes on the battlefield, combined with their shrewd maneuvers in the political arena, made them indispensable to the war effort. Vadimion died in 1778 and his second son, Arturpiulerix, succeeded him.

Arturpiulerix was unlike his father in many ways; whereas Vadimion was a master of trade and commerce, Arturpiulerix possessed a deep understanding of politics and military strategy. From an early age, he was groomed to lead, learning from both his father's successes and the failures of the Third Imperium. In the late stages of the Veltorine War of Independence, with the Third Imperium weakened from years of internal strife and facing opposition from the newly formed Veltorina, Arturpiulerix saw an opportunity. He envisioned a new political and military order, where the various provinces of Caphiria would be unified under a single banner, not by force but by mutual benefit and shared ideals. He began by hosting a series of secret meetings with leaders of various provinces, merchant groups, and influential families. During these meetings, Arturpiulerix laid out his vision for a new Imperium – one that would bring prosperity, stability, and honor to all its subjects. At the heart of this new structure would be the Urban Cohort, a force that combined the strength of the Răcini Guardians with the best warriors, tacticians, and spies from across the empire. To win over the support of the public, Arturpiulerix initiated a series of public works, using the vast wealth of the Răcini Estate. He commissioned the construction of roads, aqueducts, and grand architectural wonders. This not only improved the quality of life for the citizens but also showcased the potential of his Fourth Imperium.

In 1782, Arturpiulerix declared himself the first Imperator of the Fourth Imperium and the transition was surprisingly smooth, as many saw Arturpiulerix’s vision as the path forward for Caphiria. As Imperator, one of Arturpiulerix's first acts was to formally establish the Urban Cohort. While the Răcini Guardians formed its core, Arturpiulerix ensured that the Cohort was inclusive, recruiting from various provinces and backgrounds. He wanted the Cohort to be a symbol of unity, representing the diverse tapestry of the Fourth Imperium. The Urban Cohort was not just a military force; it was also instrumental in enforcing law, order, and Imperial decrees. They helped quell revolts, protected trade routes, and ensured that the vision of the Fourth Imperium was realized in every corner of Caphiria. Their presence was a constant reminder of the unity and strength of the new order.

1784-1829: Establishment and early years

Imperator Arturpiulerix formally established the Cohorte Urbana on 11 May 1784 in an effort to solidify control over the diverse regions of the Imperium. Upon its formation, the CU was a mix of experienced Răcini Guardians and freshly recruited members from various provinces around the Imperium. This diversity was a strength, but it also brought initial friction. The clash of traditions, tactics, and egos led to several skirmishes within the ranks. Arturpiulerix, foreseeing such issues, appointed a council of experienced generals and diplomats, known as the Consilium Cohortis, to oversee the integration process. During these early years, the Urban Cohort underwent rigorous training, discipline, and restructuring. The Consilium introduced standardized training routines, merging the best practices from each tradition. They also developed a unique code of conduct, the Leges Urbanae, which emphasized discipline, respect, and unity. Violation of these laws was met with strict consequences, ranging from retraining to expulsion.

In an effort to increase interest for the CU, Arturpiulerix created several events and initiatives . A popular event was the Concord Gathering, which lasted from 1784-1787 and were a series of meetings and events that took place across Caphiria, with each gathering aimed at promoting mutual respect and understanding between the diverse members of the Urban Cohort. These events included warrior showcases, where fighters from different backgrounds demonstrated their unique combat styles, cultural evenings with dances and music, and intellectual debates where various philosophies and tactics were discussed. While initially met with skepticism, the Concord Gatherings over time became an integral part of the Cohort's tradition, emphasizing unity in diversity.

These were large-scale missions where the Cohort members were dispatched to the furthest corners of the Imperium. Their tasks varied from charting unexplored territories and establishing trade routes to diplomatic missions and quelling minor uprisings. These expeditions were a trial by fire for the CU, exposing them to diverse challenges and ensuring that they worked as a coherent unit.

The Grand Expeditions kicked off in the spring of 1787, with Arturpiulerix's proclamation, "To understand the heart of the Imperium, we must venture to its furthest beats." Five distinct expeditions were planned, each headed by a leading member of the Consilium, with their paths designed to cover the entirety of the Imperium. The Western Provinces towards the Kindreds Sea, with their verdant jungles, towering plateaus, and meandering rivers, was the target of the first Grand Expedition, called Deprinitas. The Deprinitas Expedition was led by Sebasto Monatius, a seasoned general of the Imperial Legion known for his diplomatic prowess and strategic acumen. He handpicked a diverse team: cartographers, linguists, medics, and elite soldiers from the Cohort and their objective was twofold: to map the uncharted territories and to establish diplomatic ties with the indigenous tribes and kingdoms.

After weeks of navigating through dense jungles, the expedition stumbled upon the city of Máritor. Nestled on a plateau and adorned with intricate stone carvings, Máritor wasn't just a city; it was a confederation of various tribes that had united under a singular banner to form the Máritoric Republic. The republic was governed by a council of elders representing each tribe, making decisions through consensus and debate. This political structure was a testament to their sophisticated understanding of governance and diplomacy. General Monatius requested an audience with the council of elders to put forth the intentions of the Imperium and the Cohort. The exchange was facilitated by the expedition's linguists, who were able to quickly learn the Máritoric language. The Máritori were proud of their heritage and eager to share it with the Cohort. They were also shown the Library of Echoes, a vast repository of scrolls and texts preserving knowledge from various tribes. The library's design was ingenious, with a unique ventilation system to protect the scrolls from the humid jungle climate. As the Deprinitas Expedition delved deeper into the province, they encountered tribes outside the Máritoric Republic, some friendly and some suspicious. On one occasion, a territorial dispute between a neighboring tribe and the republic threatened to escalate. The Deprinitas Expedition, through its blend of exploration and diplomacy, set a golden standard for the Grand Expeditions that followed. By the end of 1791, the expeditions began their return to Caphiria. They brought back not just maps and resources but also stories, cultures, and allies. The Imperium's tapestry was richer, more vibrant, and the CU's reputation was solidified. The Grand Expeditions were not just about exploration; they symbolized the unity and diversity of the Imperium under the guidance of the Urban Cohort. The legacy of the Grand Expeditions lived on. New trade routes, cultural exchanges, and alliances set the stage for the Imperium's golden era. Arturpiulerix's gamble had paid off, and the CU emerged as the beacon of the Imperium's might and vision.

Following the prosperity and expansionist zeal of the Grand Expeditions, Caphiria faced a stark contrast just a few years later with the onset of a devastating famine which hit the southern provinces of the Fourth Imperium in 1798. The initial causes of the famine were a combination of natural and human-induced factors. Unseasonably cold winters, followed by unusually wet summers, resulted in crop failures across major agricultural regions of the Imperium. The already diminished grain reserves from the previous season couldn't suffice the demand, leading to a supply-demand imbalance. Added to these natural calamities were poor infrastructure and mismanagement. Despite the advancements of the previous years, the transportation of grains and supplies between provinces was inadequate. Hoarding and speculation by traders, taking advantage of the situation, only exacerbated the crisis.

The Urban Cohort was called into action to address the escalating crisis and swiftly mobilized its resources. Immediately established were Praesidium Custodum (Presidial Guard Posts) or simply "Praesidia" - fortified administrative centers in strategic locations. Food rationing was introduced, with distribution centers established within Praesidia. The CU also used Praesidia to facilitate he transport of grains from lesser-affected areas to the ones severely hit. Simultaneously, efforts were channeled into agricultural research, aiming to develop drought and flood-resistant crop varieties. Additionally, the it introduced programs to employ those displaced by the famine, constructing infrastructure projects like roads, granaries, and irrigation systems, both providing immediate relief and laying the groundwork for long-term solutions.

By 1804, thanks to combined efforts from various sectors of the Imperium and the work of the Urban Cohort, the famine began to subside. These Praesidia evolved to become part city, part fortress, and part academy, serving as hubs of learning, where local populace was educated about the Imperium's laws and ideals, ensuring a smoother integration of the provinces.

1829-1874: Consolidation and expansion

During the early 19th century, the Consilium - at this time known as the Concords - began the process of codifying the vision and objectives of the CU. In 1833, the Codex Concordae Urbanae was penned, a comprehensive document detailing the role, responsibilities, and future direction of the organization. This codex was not just a military document; it encompassed philosophy, governance, and even cultural integration strategies. It became the guiding light for the CU in the years to come. The following years saw the CU mature into a well-oiled machine. They shifted their focus from aggressive expansion to consolidation. The Praesidia Urbanae grew in importance, becoming centers of trade, education, and culture. The CU's role as guardians of the Imperium was firmly established. They maintained peace, facilitated trade, and ensured that the vast and diverse Imperium functioned as a cohesive entity.

With the introduction of the Codex Urbanae, a series of reforms were initiated. The "Leges Urbanae" or Urban Laws, inspired by the principles of the Codex, were introduced in 1841 and focused on urban planning, architectural standards, and sustainable development, ensuring cities under CU's protection flourished. Part of the Urban Laws mandated that every major urban area, especially those of strategic importance, had to have a CU garrison. Instead of constructing entirely new structures, the CU simply converted the existing Praesidia into administrative hubs and built more as needed. This led to the creation of praesidiatus - the system of presidial administration and operations. The Urban Laws also introduced a sophisticated surveillance system. Watchtowers (Turris Speculorum) were built at regular intervals along city walls. Nightly patrols were mandated, and a signaling system using flags and bells was set up for communication across different parts of a city. The Urban Laws also outlined emergency protocols for the CU; granaries and medical centers were to be stocked, evacuation routes were clearly marked, and regular drills were conducted to ensure preparedness.

Organization and structure

The Urban Cohort is led by the Executive Leadership team, which consists of the Executive Commissioner, Deputy Executive Commissioner, and Advisory Board. The Executive Commissioner is the most top-ranking official overseeing the entire Urban Cohort, setting strategic direction and policy. The Deputy Executive Commissioner supports the Commissioner, taking on responsibilities in the their absence,. The Advisory Board is a conglomerate of officials from within the Urban Cohort and external advisors from various fields, including cybersecurity, criminology, intelligence, and counter-terrorism. They regularly convene to deliberate on pressing challenges, emerging threats, and potential reforms.

Technically, the Executive Commissioner serves a five-year term; as a practical matter, they serve at the Imperator's pleasure. The EC in-turn appoints the DEC, numerous deputy commissioners, and the Senior Commandant (the most senior uniformed officer). By default, the Executive Commissioner and their subordinate deputies are civilians under an oath of office and are not sworn officers. However, an executive commissioner who comes up from the sworn ranks retains the status and statutory powers of a police officer while serving as commissioner. This affects their police pensions, and their ability to carry a firearm without a pistol permit. Some police commissioners carry a personal firearm, but they also have a full-time security detail.

The Urban Cohort national headquarters is located at Castra Rovčena in Venceia which performs all central control functions. Each province has a provincial office with its own investigation department and a mobile inspection and observation unit. The CU also maintains several regional and field offices across the Imperium. The CU operates two training facilities - Rosar MSA, a public education and research institution for the Caphirian Intelligence Community, and Sváronti MSA, which is the national training facility of the Urban Cohort and where it trains new agents.

Functionally, the CU is organized into several divisions, also known as cohorts. Currently there are 4: the Cybercrime Cohort, the Narcotics & Organized Crime, the Intelligence Cohort, and the Special Ops Cohort.

Cybercrime Cohort

This division is at the forefront of combating digital crimes, from identity theft and phishing scams to major cyber-attacks against Caphirian infrastructure. Equipped with state-of-the-art technology and cybersecurity experts, they not only respond to incidents but also work proactively to identify and thwart potential threats. Some units of the cybercrime division include the Digital Forensics Unit (uDC), Cyber Threat Intelligence (CTI) Wing, and the Infrastructure Cyber Defense Team.

The Digital Forensics Unit contains some of Caphiria's most skilled forensic experts, using advanced tools to retrieve data from digital devices, uncover electronic trails, and decode encrypted information. Their expertise often becomes pivotal in securing convictions against cybercriminals. The CTI Wing is dedicated to proactive threat hunting; by analyzing vast amounts of online data, they identify emerging threats, predict potential targets, and often neutralize cyber threats before they materialize. A notable project from the cybercrime division are Virtual Patrol Teams (VPTeams), which are a unique approach to cyber surveillance. Much like their real-world counterparts who patrol streets, the Virtual Patrols navigate through the darker corners of the internet, monitoring suspicious activities, tracking illegal digital transactions, and acting as a deterrent presence in online spaces where cybercrimes are prevalent.

Narcotics & Organized Crime Cohort

Below are the specialized units and their functionalities:

The number of lictors assigned symbolizes the hierarchical power and importance of the position. Given their proximity to the highest echelons of power, lictors have been granted broad enforcement powers. They can arrest those suspected of crimes and, in extreme situations where immediate threat is perceived, exercise lethal force to neutralize such threats.

At its core, the LPD is responsible for the personal safety of the magistrates. They are expertly trained in close protection techniques, counter-assassination measures, and risk assessment to ensure their charge remains unharmed. The LPD operates its own intelligence unit to stay ahead of potential threats. This includes monitoring chatter, surveillance of suspicious individuals, and even counter-espionage to ensure no harm comes to the magistrates. Beyond their protective roles, lictors are also involved in many state ceremonies, parades, and public functions, representing the might and tradition of the Caphirian state.

The territory of Caphiria is divided into distinct geographical commands, each managed by a senior or chief Inspector. The purpose of these regional commands is to localize law enforcement efforts, ensuring that tactics, strategies, and operations are uniquely tailored to the socio-cultural and crime-specific nuances of different regions. Under the umbrella of these regional commands, Vigilum is further segmented into dedicated units, ensuring that each sector of crime is addressed with pinpoint precision and expertise. Within each regional command, there's an analytical wing dedicated to synthesizing raw data into actionable intelligence. Utilizing modern technologies like geographic information systems (GIS) for crime mapping and big data analytics, these teams unearth patterns, predict potential crime spikes, and provide real-time intel to field agents on the ground. For circumstances that demand a highly specialized response, the Vigilum boasts an array of elite teams, such as Rapid Response Units, undercover operations, and CSI teams, and are divided into a myriad of specialized units, such as anti-gang units, homicide investigation teams, financial crimes, cybercrimes, and counter-terrorism task forces.

Navigating both day-to-day situations and unpredictable emergencies, their role demands a unique blend of empathy, alertness, and legal acumen. Across the Imperium, territories are segmented into local precincts, each supervised by a precinct captain or senior officer. These precincts cater to the specific needs and dynamics of their communities, ensuring that law enforcement strategies are culturally sensitive, relevant, and effective. Within these precincts, PSOs are organized into dedicated patrols and squads, focusing on distinct facets of community safety, from urban patrolling to traffic management.

Every precinct is fortified with a community liaison unit, committed to understanding the pulse of the community. They gather feedback, mediate community disputes, and foster partnerships with local leaders, educators, and businesses. Through the lens of technological innovation, these units harness community surveillance systems, social media monitoring, and public feedback platforms, creating a two-way communication channel with the citizens they serve. For situations that require immediate intervention and rapid action, PSOs are supported by Emergency Response Squads, specialized in managing crises from large-scale accidents to public disturbances. There are specialized patrols designed for unique challenges, including neighborhood watch teams that focus on residential safety, school liaison officers ensuring educational institutions remain secure and harmonious, traffic management units overseeing road safety and compliance, and public events squads dedicated to the security of gatherings and festivals. Additional special patrols include maritime patrols, which are positioned in coastal cities or areas with significant waterways, and the mounted patrol which are particularly effective for crowd control during events as these officers, atop horses, offer an elevated vantage point and can quickly navigate dense urban environments.

The most common types of PSOs are in Traffic Control and Safety, which manages the flow of vehicles and pedestrians, ensuring road safety is upheld. Their responsibilities range from handling minor traffic violations to investigating major accidents. When accidents occur, these officers are often the first on the scene, providing immediate assistance, gathering evidence, and piecing together the events leading to the mishap. Traffic PSOs are also responsible for setting up strategic sobriety checkpoints and other deterrents. Traffic PSOs are commonly referred to as cursores (literally "runners," from cursus meaning course/running) or "viatores" (from via, meaning road/way).[1] Other common PSOs are Public Transit Security[2], District Response[3], and Environmental Enforcement[4].

To become an Oesitior, candidates must already meet a set of basic prerequisites: holding a minimum rank of Custos (Guardian), holding an associate's degree from a MSA or equivalent law enforcement academy, a clean disciplinary record, a valid tactical driving certification, basic firearms qualification (80% accuracy), and an exemplary public service record. Lictors are specifically assigned to protect and accompany high-ranking magistrates throughout Caphiria.Their role is not merely protective; they also serve as emblematic bearers of the magistrate's civil authority. The number of Lictors assigned to a magistrate often corresponds to their rank and political influence, with the highest offices like the Imperator receiving the most significant protection. Lictors undergo rigorous training, equipping them with specialized skills tailored to the protection of the state's most influential figures. Their training emphasizes close-quarters combat, risk assessment, and advanced surveillance techniques. They also receive instruction in ceremonial duties, ensuring they maintain the decorum and gravitas expected around Caphirian leadership. Each magistrate's contingent of Lictors is overseen by a senior sentinel, who is responsible for coordinating their activities, assignments, and rotations. This position demands astute leadership skills and an unwavering commitment to the Imperium's security. For example, an Imperator has 24 lictors and a Censor has 18 but a city prefect has 2. Wielding the fasces to indicate their civil authority, lictors have the power to arrest suspected criminals and kill anyone they deem a threat to their assigned magistrate.

Given that Lictors represent both physical protection and ceremonial authority for Caphiria's highest officials, their requirements are extraordinarily demanding. The basic prerequisites include: a minimum rank of Atrator Superior (Senior Officer), an Academic Degree from a MSA with focus on political science or security operations, 10 years minimum UC service, a perfect disciplinary record, be within the top 3.5% performance evaluations, hold an advanced security clearance, have native-level Latin fluency plus 2 additional languages, be of "perfect physical appearance/bearing" (height/weight proportional, no visible scars), and must be from Patrician or high-ranking Equite family. Physical requirements include: a 5km run in under 18 minutes in full ceremonial gear, 75 push-ups in 1 minute, 80 sit-ups in 1 minute, 25 pull-ups minimum, 1500m swim in under 25 minutes, advanced combat certifications in a traditional Caphirian martial art, modern close protection techniques, weapons mastery (97% accuracy with all standard weapons), and unarmed combat proficiency. The training pipeline to become a Lictor is approximately 2 years and is exhaustive: candidates learn ceremonial protocols, diplomatic etiquette, advanced threat assessment, motorcade operations, counter-assassination techniques, traditional Lictor rituals and ceremonial weapon handling, and spend 6 months in a direct apprenticeship under veteran Lictor. Once graduated and assigned, Lictors must memorize complete histories of Lictor traditions, their Protected official's lineage, any relevant political ceremonies, and any relevant protocols before saying their Oath in front of the Imperator and having their ceremonial weapons blessed and taking receipt of their personal fasces. Even after assignment, Lictors are subject to annual psychological screenings, quarterly combat assessments, and monthly physical evaluations in addition to daily political briefings, weekly ceremonial drills, and regular threat assessment updates.
