The Freedmen's Bureau (Kiravic: Būron Harsomui) is a Kiravian government agency that provides consular services, humanitarian aid, and other forms of support to former slaves in Crona.

Background

The Freedmen's Bureau grew out of the Refugee & Freedmen's Office under the Consular Services Directorate of the State Executive. This in turn descends from the former Anti-Slaving Office under the Sea Executive, which made arrangements for the repatriation or resettlement of slaves freed by the Kiravian Navy during the Age of the Sail, mainly in the waters around Punth and Alshar. After the decline in the slave trade in these regions and/or the Kiravian government's interest in combatting it (it remains a matter of debate which came first), the Anti-Slaving Office declined in importance and was ultimately transferred to the State Executive and merged with the Refugee Office. Before the dissolution of Nanseetucket, the modern Freedmen's Affairs section of the Refugee & Freedmen's Office existed to process visas for victims of modern slavery and human trafficking.

The Freedmen's Bureau, assigned to the Overseas Governance Executive, was created in 2023 to take over the Freedmen's Affairs section's responsibilities in Crona, in anticipation of large-scale slave liberations as part of the Final War of the Deluge, with the original office retaining responsibility for serving human trafficking victims in the Kiravian Federacy.

Activities

Emancipation Passports

A core function of the Freedmen's Bureau is to provide former slaves with "emancipation passports", which serve as travel documents and identity papers empowering freed slaves to integrate into modern society more easily.

As holders of emancipation passports are not Kiravian nationals, it is technically the Freedmen's Bureau rather than the State Executive that provides consular services for such persons abroad, although for the time being these services are usually delivered by authorised Kiravian Foreign Service consular officers on behalf of the Bureau. The Bureau also provides other basic civil and community services to freed slaves, such as the registration of births, deaths, and marriages; [moar].
