Government of Canespa

Canespa's government is one of the most unique in the world. Dominated by an industry of agriculture the state became controlled and eventually merged with the company that controlled the industry. This creates a form of government some call a Congressional Company, or Potato Republic. Either way this form of government exists no where else on the planet and is completely unique to Canespa. A government that while not a complete dictatorship, is not the most democratic either. There is even a monarch like system within the government caused by the influence of Canespa's past.

History

Early Canespa

Early Canespa was a much different time for the country. Native governments had not yet consolidated and Canespa was led by a family structure with one a man and many wives. It is theorized that there was one male in each group who was respected as the leader. Canespa needed more time to develop. By the year 100 these clans began to consolidate into bigger and bigger groups. The first group to form is today known as House Kanchi (House Light). While much smaller than its modern day counterpart this is the first area of Canespa to show signs of a larger society. Though House Kanchi is probabally the most isolated of the Houses due to its geography, it still influenced other proto-tribes to begin to consolidate into larger masses. House Papa was the next to develop, named after the largest river of Canespa that it bases itself around. The only competition for this area was the soon to form House Wasi. After these, House Kanchi and the other Canespian Houses developed within the next 200 years. By 350 the stage was set. Canespa was split into many slightly different tribes that all had their own cultures and societies.

The Canespian Houses had elder systems early on with a small sense of a monarchy beginning to form. A tribe of elders were the effect government of most of these tribes. It is important to note that there were many other houses at this time that don't exist today. Along with this much of Canespa was still living a pre-house lifestyle. But we focus on the newly formed Houses as they were the largest growing group at this time. As each of the houses began to spread further and further into the Canespian wilderness there governments became more and more complex. Soon, an elective monarchy took form. In this government the sons and daughters of the current leader would train during their childhoods for leadership. Upon the death of the old leader the people of the said house would vote on the new tribal leader among the offspring. While it was often the oldest child, sometimes other children would be elected. One example of this was in a legend dating back to 632 when the tribal leader of House Kanchi suddenly passed due to unknown consequences. He had two sons and three daughters who opted to become the new tribal leader of the house. The one son was the oldest and was expected to win, but through a mix of good speaking and other means the youngest daughter won the position. Her rule expanded House Kanchi to an area similar to its modern day extent. Sadly the daughter passed only 20 years later at the age of 37. By the time of the Wasi King the houses were almost to their modern day extents and had completely developed into electoral monarchies with rules, laws, customs, and separate but shared cultures. But now it was time for the Wasi King.

Post-Unification/Wasi Era

Canespa soon saw threats from colonizers as Fanerian ships landed upon its southern shores. House Wasi was especially rattled by this development as it was partially along their coasts. The Wasi King as he is called today ruled over House Wasi. This was considered the second personification of the Wasi King as he is the one who brought back the empire. The Wasi King is the king of Canespa or its second name Wasiland. The Wasi King is an idea at its heart and a being beyond even the Great Oneness. The Wasi King can be represented by one or many people but once those people take the name of the Wasi King its binding. They are now the Wasi King. All past records of their name(s) are wiped and replaced with the Wasi King. Their pronouns will become he no matter the original gender(s) and they will be pronounced dead. The Wasi King is never said in a plural form as their is only one Wasi King that has manifested himself for centuries, up until the 1980s. Back in House Wasi the second personification of the Wasi King made a plan. he would sacrifice his house to the others and in exchange he would make an agreement known as the Wasi's Proposal. This event marked the complete unification of all the Canespian Houses into one. This was a sudden change and many knew it was necessary but feared the resulting consequences. At first the early nation was very decentralized with the Wasi King having almost no authority over the lands. But through projects like the Qumir Canals and currying favors from the former tribal leaders the Wasi King slowly centralized his power. The final blow that cemented the Wasi King would be the destruction of the Fanerian outpost cities along the southern coasts. With this development the Wasi King came to be recognized and accepted by all Canespians.

Not all of the Wasi Kings personifications were good though. Some were downright lazy. In 1679 the Wasi King ordered that a massive shrine be built to him. This shrine still exists today but is a reminder to all the people of Canespa of the results that occur when leadership becomes lazy. It was an early warning sign that this system would not work. The building of the shrine caused a famine within Canespa as most workers and farmers would be pulled to help build the shrine. The country almost fell to rebellion but as they realized the occidental powers were watching closely the Canespian's realized they had to act. In 1686 the personification of the Wasi King was murdered by an unknown individual. No investigation or attempt to find the murderer was done and the country went on as normal. The Wasi King soon came back and ordered the stopping of the construction. It is now famous in Canespian society as the Wasi Shrine is unfinished to this day. it's used as a warning to what happens when the leadership becomes lazy and self loathing. Since then all structures meant to represent the greatness of Canespian leadership are banned. No statues or monuments are to be made to anyone who comes to lead Canespa, Wasi King or not. Overall the Wasi King left a large mark on the Canespian worldview that would persist for centuries.

Canasta Company Rises

The Canasta Company is the most modern governmental organization in Canespian history. It is the only government outside of the Wasi King government that stretches from the 15th to 20th centuries. The Wasi King continued to rule for centuries up until the 1980s.

Houses

The House of Union was originally created with the goal of keeping the houses happy under the Board of Executives. Founded upon the end of the Wasi Kings reign the House of Union was divided into five pseudo-parties. These parties are based on the five largest Canespian houses. The parties are as follows, House Espada, House Kanchi, House Papa, House Qispisqa Kay, and House Kuskachay. The largest two houses are House Papa, and House Kanchi. House Papa being the largest as of recent and House Kanchi being the largest historically. All members of the House of Union currently belong to a house and while belonging to a certain house does not mean you have certain political view it normally means that you are more in line with the views generally held in the area. This leads to voting being done on a more person to person basis rather then a this is my House so I will vote for it basis.

The House of Union operates on a regional level. There are 286 members of the House of Union that are all voted on a per region level. Each Suyukuna has a base of three House of Union senators. Each Mikuna has a base of two. There are ten Suyukuna's amounting to 50 Senators. In addition there are 12 Mikuna's totaling to 36 Senators. This means that there are 86 Senators who are guaranteed to represent each region. On the other hand there are 200 Senators which are given out to each region on a population basis. Changes are made to account for non-uniform population growth if some areas grow faster then others. These changes are made upon the completion of a census every five years. Once the number of Senators for a region is decided upon the region is split up into "voting communities" or Ayllu's. These Ayllu's will each vote for candidates numbering from 2 to around 5 at the max. Elections are held every 5 years. Senators can have a max of four terms resulting in 20 years max of government service. Unless Senators have high ranks within the Canasta Company they can not become an executive of the country. Most of the time the two branches are separate and members from one never enter the other.

History

The House of Union was formed in 1981 upon the Canasta Companies abolishment of the Wasi Kings government. The original House of Union had 150 members and was much different then it is today. The original 150 delegates were randomly picked from the population but it did not take long for Canespa to realize that this was a bad idea. Soon reforms were made and the body began to be voted on. Eventually through multiple proposals and plans the senator number was increased to 200. But finally with the addition of the provincial divisions of Canespa in 1997 did the number of 286 come about.

The Wasi King

The Wasi Rey, or Home King, is the leading figure of Canespa and maintains control over the state. He is effectively a monarch is most ways and rules for life and after. The Wasi Kings rule ended in 1981 but it returned following the events of the Urcean blockade in 2034. The Wasi King has much historical, cultural, and religious backing in Canespa and thus his transition to power was smooth. Despite the change in government following 2034 the Wasi King has maintained a relationship between the Canasta Company and Canespa.

Voting/Candidates

The Wasi King is elected from the children of the current Wasi King through a direct election from the Canespan people. This process only occurs upon the death of the current personification or the request of the personification. Upon this occurence all eligible relatives of the current personification are given the choice to become the Wasi King. To be eligible you must be part of House Wasi, under the age of 75 but above the age of 5. You must show a complete and utter devotion to the Canespan state, and in a new requirnment you must have finished a part of the leadership education and or be taking part in it.
