Laaula, officially the City of Laaula (Cartadanian: Cidade de Laaula; Lotoan: Aai Laaula), is the largest city in and the capital of the Cartadanian state of Lotoa, the anchor of South County. With a 2024 census population of 281,913, Laaula is one of the most densely populated major cities in the nation. It is the seat of Anamua County, situated along the county's southern coastline at Anamua Bay.

The city is served by Lotoa Public Schools, which is the territory-wide school district serving all three counties. It enrolls 114,906 in its 131 schools. The territory, via all channels of funding, spends approximately €29,290 per student, the highest of any district in the country. The district places a strong emphasis on local customs and Lotoan culture, and although Cartadanian is the language of instruction, Lotoan is taught alongside for all twelve mandatory years of education.
