The Ministry for the Church in Urcea, formally titled His Most Christian Majesty's Ministry for the Church in Urcea, is the Concilium Purpaidá Ministry that advises the Government of Urcea and leads the nation in faith policy issues, including relations with the Catholic Church. It is the only Purpaidá ministry not based in Urceopolis.

The Sixth Statement of the Great Bull of 1811 commits Urcea to to "work to enhance the position of the Faith within the Kingdom...and throughout the world, and that We and our descendants shall endeavor to further the Faith of our people through charity, good works, construction of churches and church schools, and any other measure necessary." This statement serves as the official mission statement of the Ministry.

Office for Church Expense and Security

The Office for Church Expense and Security and its managing Commissioner are responsible for the Ministry's obligation to provide financial assistance to the parishes and dioceses within the Apostolic Kingdom. It's also responsible for, when necessary, providing security for Church services and preventing vandalism to Church structures.

Agency for Ecclesiastical Development

The Agency for Ecclesiastical Development is the part of the OCES responsible for soliciting grant requests from the various Catholic Churches throughout Urcea, accepting and managing grants, and disbursing funding as needed. The Ecclesiastical Development Fund, which the Agency manages, is primarily used for either for parishes constructing new churches to replace old ones, dioceses constructing new churches where none previously existed, or renovations to existing Church structures. The Fund extends beyond just the Church buildings themselves but also for parish halls, monasteries, rectories, seminaries and any other structure owned by the Catholic Church which serves an important ecclesiastical function.

Agency for Security Coordination

The Agency for Security Coordination is the primary "go-between" between OCES and local, provincial police forces. It organizes security efforts for church structures and services, and, when necessary, contracts private security companies to provide these services on a longer term basis than loyal police forces can afford.

Agency for Pilgrim Development

The Agency for Pilgrim Development is responsible for providing grants of funds to prospective pilgrims, both individually and in groups organized by the Church. It also works closely with the Agency for Security Coordination in providing the necessary protection for pilgrims going abroad.

Office for the Church in the Community and Culture

The Office for the Church in the Community and Culture and its managing Commissioner are responsible for the the propagation of the role and life of the Church in the various institutions of the nation, working to coordinate them with the goals and teachings of the Church.

Agency for Public Morality

The Agency for Public Morality analyzes the appropriateness of various cultural mores, television programs, written and internet publications, and social organizations and issues a recommendation to the office of the Censor on whether or not they violate the interest of public morality. While the Censor's office has similar responsibilities, the Agency coordinates its efforts within the larger mission statement and goals of the Office for the Church in the Community and Culture, ensuring that the Censor and the Ministry are on the "same page", so to speak. Historically, the Agency's primary responsibility was detecting freemasonry within society and forwarding it along to the proper authorities.

Agency for Legislative Relations

The Agency for Legislative Relations is the primary method of interaction between the Urcean Conference of Catholic Bishops and the Concilium Daoni, as it provides for negotiation between the two as well as something of a lobbyist on behalf of the Conference and the Catholic Church as a whole. The Agency is responsible for the education of members of the Daoni of what the Church teaches on issues social, political, and economic, and provides seminars to this end. The Agency is also responsible for providing Chaplain services to the Concilium Daoni. It also provides for the funeral arrangements of sitting and former members of the Daoni and Concilium Purpaidá unless the family desires otherwise.

Office for Public Outreach

The Office for Public Outreach is responsible for managing the public opinion of the Catholic Church as well as spreading the faith. Typically, the Office is responsible for managing public relations efforts on behalf of the Church.

Agency for Missionary Affairs

The Agency for Missionary Affairs is primarily responsible for identifying and funding missionary efforts around the world. It works closely with Catholic religious orders and the Ministry of State to identify areas where mission trips could be most successful, provides the necessary funding for the mission trip, and analyzes the results of the trip. It also maintains a database of missionary efforts and provides these with religious orders so as to bring about uniform data-driven mission efforts.

Agency for Public Relations

The Agency for Public Relations is responsible for the development of strategic communication processes that build trust between the Church and the public. It often coordinates with private public relations firms in larger campaigns, though it maintains its own in-house team as well. Besides development of its own campaign, it is available for Church leadership to provide assistance in crisis management efforts.

Agency for Apologetics

The Agency for Apologetics is responsible for the creation and propagation of apologetics against various challenges to the Catholic faith, and it works closely with the Collegium Scientificum in this effort. While its primary responsibility is working as a publisher of apologetics, the Agency also retains a small team of writers that produce original apologetics as well.
