The Treaty of Electorsbourg was a peace treaty which formally ended the state of war between the five allied League of Nations powers of The Deluge and Varshan, concluding the Final War of the Deluge. Treaty negotiations began shortly following the Fall of Anzo based largely on preliminary agreements determined by the signatory powers during the conflict. The Treaty had wide reaching implications with respect to Varshan, setting forth territorial changes, the future government of Varshan and its occupation by the League of Nations. The Cape was also represented within the negotiations, in part for themselves and in part on behalf of Varshani interests. Varshan, nor the Army of the National Homeland which existed at the beginning of the negotiations, were not included within the proceedings.

Urcean aims
Entering negotiations, Urcean diplomats from the Ministry of State had several interests, including preservation of a single Varshan in order to prevent future conflict in Crona, but its primary interests were furtherance of its Nysdra Sea Treaty Association allies. Cetsencalia had performed poorly during the conflict, and NSTA leadership hoped that the war crimes that Varshan had committed there would allow for the acquisition of territory for New Veltorina and Quetzenkel, specifically by acquiring more defensible border regions. In line with its goals to improve NSTA defensiveness, Urcea hoped that some of the equipment of the Varshani military would be made available to the NSTA states.
With respect to its own interests, Urcea sought recognition of its seizure of the Seneca Islands, which were transferred to Urcean sovereignty nearly immediately following the Atomic bombing of Zakan Rot. While the annexation was, by the time of negotiations, a fait accompli recognized by most major powers, it sought enhanced legitimacy by its inclusion within the Treaty.
Additionally, Urcean negotiators sought, generally, to reduce the size and scope of Alstin gains in Crona within the treaty. If possible, Urcea hoped to extract humanitarian promises and guarantees from Daxia for treatment of those within territories it would stand to gain. The Urcean negotiators generally favored the Kiravian nation-building concepts in the east, including those for freed slaves, as in line with its own views of nationality.

Going into the peace negotiations, UR diplomats, at the direction of the Ministry of Foreign Affairs and the Ryder Administration, had a number of interests in mind. In regards to the fate of Varshan, the United Republic would, for the most part, seek its preservation as a singular, albeit decentralized, state. To this end, it would advocate for the De-Arzalification of Varshan, the establishment of occupation zones throughout the country, and the dismantling of what remained of its military (in particular, what was left of the Varshani Navy).
Furthermore, Alstin sought territorial concessions for itself (principally in the form of Sotsial in the Shauku Archipelago, and the Port of Purépec), as well as for a number of countries that were subject to Varshani military incursions. In particular, it sought Stia-Dica for Ehemo in order shore up its natural defenses should another conflict erupt with Varshan, as well as serve as compensation for the secession of Riena Levsa. All of this and more was geared towards the preservation of peace in Crona, the expansion of Alstinian commercial interests in the country, and the reinforcement of its influence within its "Backyard".
As such, Alstinian negotiators sought, in general, to limit the scope of Urcean influence in Crona as much as possible within the terms of treaty, while also siding with them in the extraction of promises and guarantees from Daxia for the humanitarian treatment of those residing within its new territories. Moreover, the Alstinians generally favored the Kiravian nation-building concepts in eastern Varshan, as they were in sync with its own views of national self-determination.

Territorial changes
The treaty also provided for the creation of an independent state in the former east of Varshan, mountainous highlands which existed at the crossroads of Varshan and Telonaticolan. The region, comprised of mountain tribes and runaway slaves, was established as the Free State of Chakailan.
Besides the specific partitions, the Treaty also recognized the status of Anzo as an international zone as had been declared earlier in the year by Martin St. Clair, Supreme Commander of the League of Nations Command.

Military equipment and personnel
Following the dispossession and sale of remaining Varshani military equipment abroad, the proceeds were transferred to the League of Nations Wartime Benefit Fund, which was created by the Treaty. The Fund provides financial benefits to orphans and widows of those who served in the League of Nations Command during the war.
