The Treaty of Loughlin is a peace treaty that was signed near the end of the Second Great War that established a separate peace between Faneria and the Levantia and Odoneru Treaty Association powers and Caergwynn. It was mediated via the Fanerian ambassador and representatives in Urceopolis and signed in Loughlin in late 1942. Negotiations began following the Rose Revolution in Faneria following increasing public dissent against the war and particularly against the extension of conscription terms to an indefinite period of time. The treaty was particular to Faneria and its puppet governments in Fiannria and Caergwynn. Notably, Caergwynn was not included in negotiations due to its status as a non-LOTA power, but was represented obstensibly in its interests by the Urcean negotiators.
Territorial changes
The Treaty of Loughlin returned all occupied territory under Fhainnin military rule or rule of its puppet governments (The Revolutionary Republics of the Eastern and Northern Gaels) to its prewar owners. Additionally, Faneria formally ceded its claims to large portions of former territory possessed de jure by Fiannria in perpetuity, most notably the territory of Costaban, Fiannria's coastal possessions on the Vandarch Sea. As Costaban had been reintegrated into Faneria proper in 1936, it was declared in a separate clause; a minor oversight in another border adjustment made by Faneria northwards created the disputed territory of Whiteglen, which would be resolved by a condominium status.
Faneria was required to relinquish territories seized from Caergwynn in the 1902-03 Boreal War, as well as losing significant territories with majority Caeric/Cascufhainn populations along its northern border in lieu of further financial compensation. This severed Faneria's metropolitan area from the modern exclave of Sorhaithe.
Finally, Faneria's project to construct a maritime canal across the Ereglasian Isthmus and the surrounding territory was taken as an international concession.
Other Conditions
Significant financial conditions were included, totaling ₮35 Billion for loss of life, destruction of properties, and other war costs, with ₮34 Billion going to Fiannria and half a billion each to Urcea and Vithinja. Caergwynn elected to negoitiate for additional territorial concessions rather than accept cash payment. Faneria was permitted to settle portions of this debt by transferal of its capital ships, cession of the island of Eilada (an option Faneria's government barely avoided taking), and other means. Much of this debt would be repaid in the form of victims' and reconstruction funds directly from Fanerian taxes and the subsidization of a plurality of the remaining cost of constructing the Grand Vandarch Canal. Reconstruction of roads and rails over most of the occupied territory in Fiannria was performed directly by disarmed Fhainnin military forces prior to treaty drawdowns, first as POWs up until a 1950 deadline and later by regular military personnel dispatched by the government. In the case of Fiannria, this took part largely through a swap-out program after 1944 rather than paying for improved conditions and rations to account for strenuous labor.
Faneria's standing military was capped at a force of one million personnel sum total, as well as being banned from purchasing or otherwise acquiring new aircraft carriers or battleships with no definitive end date. Faneria was barred from constructing any armed ships over 20,000 tons total displacement, and was required to scuttle, turn over, or sell most of its remaining capital fleet. One battleship and one carrier were permitted with no option for replacement by the treaty in light of Faneria's ongoing uprising in the Transisthmus. Most of these conditions were met by the 1960s, with Fhainnin military industry subsisting off of foreign contracts in the interim, most notably to Kiravia and other Coscivian nations. Others were written off after the Restoration of Brotherly Relations Papers signed between Fiannria and Faneria in 1964.
Additionally, Faneria's new government was required to dismantle the institutions of the ARSG, the nascent pan-gaelic union state envisioned by Faneria's wartime leadership which served as the umbrella for Faneria's occupation governments and quisling forces, as well as issue pardons to the majority of former Royalist Fhainn in exile. Faneria was required returned all prisoners of war unilaterally; the majority of prisoners held by the victorious powers were to be returned by 1950 as part of repayment in the form of labor, but worked alongside disarmed non-POW forces in most cases.
Prisoners accused of war crimes were not to be returned unless exonerated or sentences had been served, though it was mediated that executions would not be held for conscripted Fhainnin personnel, who were almost universally non-officers. The extradition of non-POWs was not required except for a list of one hundred and twenty named men primarily held responsible for the war, but Faneria established a practice of allowing military personnel it convicted of war crimes to be transferred to Fiannria for sentencing, which resulted in 615 executions and another 8,400 prison sentences. Faneria was also required to extradite members of the Revolutionary Republics' militaries and governments in its territory, as well as members of other quisling movements, but the enforcement of this clause was primarily centered on political leadership as many military personnel from Faneria's auxiliary forces successfully blended into Fhainnin society or attained citizenship. Fiannria additionally agreed to not pursue criminal cases against Fiannrian 'collaborators of neccessity', creating a legal distinction which protected train company personnel, farmers, prostitutes, and other members of Fiannrian society who did business in the Fanerian economy and with the Fanerian armed forces during the conflict other than military collusion; this condition was included to protect some war brides from extradition as well as to maintain business contacts and contracts across the border and reintegrate the Fanerian and Fiannrian economies as quickly as possible.
Treaty Violations
The government of Faneria lagged behind its deadline to remove several of its newer battleships, attempting to negoitiate for their mothballing under supervision; these alternatives were outright declined at every stage. However, the real purpose of this lagging proved to be the continued deployment of the capital fleet in intimidating and occasionally bombarding rebel forces in the Transisthmus; after the effective collapse of the Culriochans in 1944, Faneria divested itself of most of its remaining capital vessels as agreed and accepted the addition of a fine to its debt.
