Cabinet of Eldmora-Regulus
The Cabinet of Eldmora-Regulus, or Confederal Cabinet, or People's Cabinet, or Confederal Government is the chief executive body of the Eldmora-Regulus Confederation. It consists of the President and cabinet members. The powers and duties of the cabinet, as well as the method of its election and appointment, as well as the procedure of its dismissal and removal, are set in the Articles of Confederation, Chapter XX, Article XX through XX.

The President appoints ministers, who are heard and confirmed by the Volksforum. The Volksforum can dismiss individual members of the cabinet by a motion of no confidence, and by impeaching the president, the entire cabinet, however in such a case, the entire Volksforum would also be disbanded. The Staatskanzlei can only move to remove a cabinet by unanimous vote of the council, in such case, the Volksforum would also be disbanded, and special elections would have to be called. A removed cabinet until the elections is a outgoing cabinet, and can only engage in basic day-to-day duties of the executive, while the Staatskanzlei and Volksforum will handle the more politically sensitive matters.
If a President is removed, the Vice-President will assume the position of Acting President until a special election, or for the remainder of the term. Lacking a VP, the Speaker would assume the role, and lacking a speaker, an appointee by the Staatskanzlei will assume the role.
The Cabinet can also move to remove a president, if deemed unfit for duty, by a 2/3rds majority vote, as laid out in Chapter XX, Article XX of the Articles of Confederation.
Members of the Cabinet are not allowed to be a member of the Volksforum or a legislature of their home state, the exception is the Vice-President, who is the President and Primary Presiding Officer of the Staatskanzlei.
Process of nomination and appointment
The President is elected by the Wahlkongress, or Electoral Congress, which votes according to the results of the General Election. Once the votes are confirmed by the Staatskanzlei and Volksforum in a Joint-Session, the President-Elect will begin a period of transition with the old government, or if re-elected will resume duties, until the day of inauguration where the president shall take the oath of office and pledge of allegiance to the confederation.
The President shall once inaugurated, nominate his members of the cabinet, who have to undergo a hearing from the Volksforum, and the simple majority confirmation vote that ensues such a hearing. A hearing takes 2 days, with the 3rd day for debate and voting.
Functioning
The President is the chief executive leader. Thus, the whole cabinet's tenure is linked to the President's tenure; the President's, and thus the cabinet's term automatically ends if a newly elected president is sworn in, or if the president is impeached by the Volksforum, removed by the Staatskanzlei, resigns, or dies, the President and their ministers stay in office as an acting or outgoing cabinet. An acting, or outgoing cabinet practically has the same powers as an ordinary cabinet, except that the members of such cabinet eventually leave, however it has become decorum to keep sensitive political matters for the next cabinet or up to the legislature.
The President is responsible for guiding the cabinet and deciding its political direction. The cabinet ministers are free to carry out their duties independently within the boundaries set by the President's political directives. The President may at any time dismiss a minister, or appoint a new minister. The Volksforum can also remove individual ministers by way of a vote of no confidence. The President also decides the scope of each minister's duties and can at their own discretion nominate ministers heading a department and ministers without a department. The President can also appoint, nominate and dismiss directors, administrators, and such from any confederal agency, and the President can also lead a department himself. The President is free to shape his cabinet as he sees fit but is limited by a few constitutional limits, a president must appoint a Minister of the Armed Forces, a Minister of the Treasury, and a Minister of Justice, the President may not lead these ministries himself, due to special constitutional powers that are only granted to these ministers, For example, while the President is still considered the Commander-in-Chief of the Armed Forces, he only becomes the supreme commander in wartime. If two ministers disagree on a particular point, the cabinet resolves the conflict by a simple majority vote, or the President decides on the case themselves. This depends on the governing style of the President.
