There are 53 counties in the Commonwealth of Verona, of which, twelve existed at the ratification of federal and state constitutions, forming what is today the state's twelve major metro regions.

Verona originally gained its independence from Caphiria in 1471, becoming the first subnational entity in Sarpedon to separate from its suzerain. It officially codified its initial set of laws as a nationstate in 1426 via the Vermillion Act, under the name REPVBLICA VERONEZE, and rewrote all of its information, culture, and signage in its local dialect, of which would eventually standardize into Early Cartadanian half a century later. In this iteration of its government, Verona divided itself into 102 regios of which would eventually be reconsolidated into the 12 regions de jure allowed by the Caphirian government. When the Verona Republic regained its independence from Caphiria in 1630, the 12 regios became the original Verona counties, which in turn were later divided into new counties. The last county to be created was Elisabeth County.

Verona counties are general law counties by default, but may be chartered as provided in the Constitution of Verona. A charter county is granted considerably more home rule authority than a general law county. However, Verona law still treats counties as creatures of the state, thus, in some cases, a state law may be broadly applicable instead of generally applicable.

The Cartadanian Institute of Geography and Statistics (ICGE) code, which is used by the Cartadanian government to uniquely identify geographic features, is provided with each entry. Under the new ICGE system, Verona's state code has moved to creation order assignment, thus, it's state code has become 02 from the former 30 (now assigned to Santarém), while the county code has been changed from the numerical 136 to CM, which when combined with any geographic code would be written in the form of 02CMXXXX, accounting for the expanded feature set from three digits to four. For example, the ICGE code for Albacia County is now 02CM0001 as opposed to the former 02CM0001.
