Náyali, officially the Náyali Commonwealth (Cartadanian: Comunidade da Náyali; Hieratic Varshani: Nayali Baakil), is a commonwealth located in the west region of Varshan. It is bordered by Zy'ita to the north, the Alstin occupation zone to the southeast, and Anzo to the east. With an estimated population of 91.8 million, Náyali is one of the smaller commonwealths (although still large in international terms) and it is the smallest by geographic size. The seat of government established by the WVR Recovery Board is at Xamaná, a city located centrally within the commonwealth because modern Náyali was formed by a consolidation with five other commonwealths, each with their own capital city.

Náyali corresponds to the area formerly composed of the commonwealths of K'iinilal, Kuxtal, Tepetlatoani, Uinic, and Xi'ikil. It is predominantly characterized by its flat terrain, being the flattest commonwealth in Varshan, although there is a rolling hill formation located just south of the ANH National Land border. The eastern panhandle is traversed by rivers, extending up to Anzo. The Qirli Bay serves as an important harbor for the commonwealth, the future site of a conceptualized port and special district.

Under the guidance of the West Varshan Region Recovery Board, the previous governments of the six original commonwealths were dissolved and restructured into a unified entity, with the capital moved to Xamaná. The Recovery Board outlined provisions for the establishment of a governing assembly known as the Náyali General Assembly, responsible for the administration and operations of the state. Cartadania sought to replicate elements of its own state model, drawing inspiration from its larger states, while incorporating valuable input and feedback from the local population. This collaborative approach aimed to ensure effective governance and address the unique needs of Náyali commonwealth during the recovery and reconstruction phase.

After the Recovery Board has deemed the provisions it established have been met for the safe functioning of the provincial government, the General Assembly will serve as the commonwealth's de jure and de facto legislature, absorbing the Recovery Board in the process. As of 2030, Kukul Cauich and Ahk'in Bacab serve as the governor and vice governor of Náyali, respectively, though the roles don't have a full scope of power while the board still functions.
