Zy'ita, officially the Zy'ita Commmonwealth (Hieratic Varshani: Zy'ita Baakil), is a commonwealth of Varshan located in western Varshan. It is bordered by Náyali to the south, Anzo to the southeast, and Zanoma to the east. Prior to Varshani independence being reestablished, it was governed as the Urcean-occupied Temporary Military Rectory for Central Crona.

Zy'ita's status as part of Varshan's economic, cultural, and social heartland would become a major disadvantage to it in the 2020s, as it became a primary battleground of the Final War of the Deluge.

Urcean occupation

After the end of the Final War of the Deluge, Zy'ita came under the occupation of Urcea, a fact confirmed by the Treaty of Electorsbourg. The area was organized under the Temporary Military Rectory for Central Crona (TMRCC), governed from the Seneca Islands, now part of Urcea, though most of its diplomacy is conducted via consulates in occupied Anzo. Rather than the traditional system of a single responsible Military Rector, the TMR was governed by a three person commission of Prorectors. The Prorectors were military officers appointed by the Procurator of Urcea. The Prorectors, accordingly, directly oversaw the entire governmental and military operations within the occupation zone. Under the Commission were a number of various agencies which largely corresponded to comparable Conshilía Purpháidhe ministries in Urcea. The Urcean Department of National and Institutional Development played a major role in the administration of the zone, providing direct humanitarian relief while working with former slaves in order to increase their political engagement.

The occupation area, largely corresponding to the western quarter of the country, used relatively few slaves relative to other portions of the country, and accordingly the initial occupation saw little domestic bloodshed. However, the relative wealth of this area led to a major influx of former slaves into the region beginning in the winter of 2024-25, with many formerly prosperous settlements being ransacked or occupied. The TMR established policy largely ignoring previous property claims of higher caste individuals in cases of post-occupation conflict.

The TMR set forward six mid-term (through 2033) goals for its administration of the region. First was the reestablishment (or in some cases establishment) of solid networks of transportation and logistics throughout the occupied zone. The primary purpose for this goal prior to 2027 was to expedite and streamline the delivery of food to ameliorate postwar famine conditions, and after that year it became both an economic driver as well as a method for military and policy deployment. The second was the destruction, within the extent possible, of Orthodox Arzalism and Arzalist institutions. Although the Government of Urcea supported reform Arzalist movements in principle, in practice this policy was designed to root out the hierarchical social underpinnings and metaphysical assumptions that govern Varshani culture. The third priority was the establishment of an open, Occidental style economy within the occupation zone, ranging from appropriating DNID grants for direct economic reconstruction as well as creating on-the-ground policies and business climate that make the area viable for foreign investment and local opportunity; this included generous openings for Occidental firms to enter the occupation zone. The fourth priority is the "establishment of a free society," which in the occupation zone context meant the destruction of the caste system. This goal was being pursued in the occupation zone not only by the destruction of legal boundaries between caste individuals, but the active economic enfranchisement of former lower caste individuals and slaves. The public administration in the zone primarily achieved this by means of division of land into title given to these persons. Anti-discriminatory enforcement against local Varshanis was also included within this goal. The fifth goal was "to provide for the eternal welfare" of the Varshani people, which contextually meant opening the territory to missionary activity by the Catholic Church and specifically linking former slave communities with Catholic missionaries; this mission also served as a means to shift the humanitarian mission in Zy'ita from governmental to ecclesiastical responsibility. The sixth and final goal was the constitution of a local administrative system, structuring local home rule units that can effectively enforce the law, prevent high-caste political power backsliding, and reestablish local rule by Varshanis.

Economic transformation

The reconstruction of Zy'ita's economy was functionally TMRCC's top priority, especially in terms of completely rebuilding the area's infrastructure.

Social transformation

While major economic changes were underway, the TMRCC heavily focused on transforming society in Zy'ita. In addition to the work of destroying the vestiges of the Varshani caste system, transforming the disenchanted, disenfranchised former slave classes into a socially responsible group capable of self-governance.

Major religious changes began during the Urcean occupation.

Political transformation

The final work of creating social self-governance in Zy'ita necessarily required the creation of a civil society.

Varshani independence

Among the five parts of Varshan, Zy'ita has been among the more successful in combatting the Black Hand, though it is also the most-frequently targeted.
