The Overseas Development Executive (Kiravic: Vekturora Serifarax Léréstorsk) is the first-level executive body under which Kiravian federal agencies responsible for international economic and development aid, colonisation, and colonial economic development are organised. Its work is complementary to that of the Overseas Governance Executive, which is responsible for administration, public finance, security, and public order in the colonies and select Cronan states. One of the largest collegiate executives in terms of personnel and budget, the ODE oversees a wide range of policies and activities, from long-term economic and social planning to infrastructural development to public health to microfinance.

Enterprise Division
The Enterprise Division manages development aid and overseas investment initiatives in established sovereign nations on an equal-partnership (which is to say, “non-neocolonial”) basis. It also handles any similar aid/projects/whatever directed to Kiravia from established foreign states and/or international organisations on the Kiravian end (often before passing off to other agencies as these projects mature).

- International Projects Promotion Office - Overseas shilling programme for Kiravian construction firms.
Endeavour Division
The Endeavour Division oversees Kiravian colonisation of overseas territories, recruitment and incentive programmes for new colonists, land grants, the construction of Kiravian settlements, and related infrastructural projects, as well as ongoing economic development support and capital transfer to newly-planted Kiravian settler societies.

Horizon Division
The Horizon Division oversees humanitarian, development, and other aid to native populations in territories under Kiravian rule or trusteeship, and regulates commerce between Kiravia, Kiravian settler communities, and native peoples and polities. By treaty, it also administers development programmes in certain sovereign states in Crona.

Convergence Division
The Convergence Division oversees continued development efforts in established Kiravian settler colonies and other overseas possessions, with the general goal of achieving living-standard parity with MPK (“Moderately Prosperous Kirav”) and an appropriate degree of integration into the Kiravian Common Market, where applicable. Territories and Project Areas (usually divergent areas or populations within a territory) are assigned to one of four (or five) offices according to their stage of development and policy needs.
