History and development
The idea of a single leader who acts as complete head of state and government can be traced back to Yonderian Kings, whom the first Levantian settlers to Caldera would know much of. Joeseph Seuber, the founder of the State of Austro-Caldera, was from Yonderre, and wanted to base the new Calderan government closely on the Yonderian one, just with Gothic nobles instead of Burgoignesc nobles. Seuber wrote the Constitution of the State of Austro-Caldera himself, specifically writing that the Prime Leader of the nation must be a member of the Volkspartei, and in order to fill that role, they must therefore be of Gothic descent.
Although the Prime Leader has always legally had full control of everything in Caldera, the Prime Leader traditionally did not try to mettle in the affairs of the locals, instead focusing on broad aspects like economy and international affairs. In its final years, the Prime Leader became the most revered position as its inhabitants were making major decisions impacting most Calderan daily lives.
Collapse
The Prime Leader system existed for 450 years, making it possibly the oldest ever political position. Its collapse came primarily at the hand of Canespa, which established a harsh system of diplomacy in 2034 following a new Wasi King. Canespa cracked down on aspects of the Volkspartei, eventually creating the ultimatum that Prime Leader Vandal would amend the constitution of Caldera to allow members of any party to be Prime Leader, and this would prevent the Canespan invasion of Bavogia.
Yellow Party member Charles LeMieux was elected to be the 25th Prime Leader of Austro-Caldera, and he signed a declaration which replaced the office of Prime Leader with the office of President on January 1st, 2035.
