The Central Vallosi Union (Latin: Centralis Unionis Vallosicae; Pelaxian: Unión Vallosía Central; Reform Tainean: Iouniaun Vaiosa Tshoumouk), also known as the Union State (Latin: Civitatis Unio; Pelaxian: Estado Unión; Reform Tainean: Estat Iouniaun), officially the Union State of Castadilla and Almadaria in Central Vallos (Latin: Civitatis Unio Castraediliae et Almusdariae in Vallos Centrali; Pelaxian: Estado Unión de Castadilla y Almadaría en el Vallos Central; Reform Tainean: Estat Iouniaun des Kastetia toun Almataria ta hi Vaios Tshoumouk) is a loose confederation formed between Castadilla and Almadaria after the signing of the Treaty of Astolia which formally ended the Central Vallosi War on 3 April 2040. The confederation was designed so that the two member states would share the same head of state, the same currency, and the same foreign policy while the exact governing structures of the members would initially start off as different with Almadaria intended to be gradually reformed from a unitary presidential republic into a federal semi-presidential republic structured similarly to Castadilla. Currently, Almadaria is under a period of rule under martial law under a triumvirate presidency of three generals from the Imperial Castadillaan Armed Forces; martial law is expected to end in 2050 at which point the triumvirate presidency would be dissolved in favour of a single Almadarian civilian presidency.
The Union State marks the first time since before 1846 that the lands of what are now Castadilla and Almadaria are united, albeit as a temporary entity to ensure the reconstruction and reformation of Almadaria before formally annexing it into Castadilla as per the terms of the Treaty of Astolia. The idea of a union between the two nations was relatively novel due to the seeming irreconcilable political, social, and national difference between the two states until the onset of the Almadarian Civil War out of concerns that an independent Almadaria would inevitably become a rogue state once again even if the Valverdists lost or was overthrown. The solution thought up between the Castadillaan and exiled democratic Almadarian government during the intervention against the Valverdists was to hold a referendum on the possibility of the two nations uniting. With a turnout of 94.7% of eligible voters, the pro-annexation option won with 82.5% of the vote with most countries recognising the results as valid. The sole exception to this being Faneria, which has since been arming radical members of the pro-independence Democratic Front as part of an insurgency against the Union State.
The Union State, with a land area of 2,888,820.94km2 (1,115,380 sq mi), is the largest polity in Vallos, and the third-largest polity in Sarpedon after Caphiria and Cartadania. With a population of 107,874,309 people, the Union State is the second-most populous polity in Vallos after Takatta Loa and the fourth-most populous polity in Sarpedon after Caphiria, Cartadania, Pelaxia, and Takatta Loa. It spans the entirety of central Vallos from the Tainean Sea and the Polynesian Sea, and borders Arona, Takatta Loa, the Tierradorian commonwealth of Teschego, Timbia, Vallejar, and the Caphirian exclave of Vespera. Through maritime borders, the Union State borders the Cartadanian state of Porta Bianca, and Puertego.
History
The Central Vallosi Union as a union of Pelaxian-speaking Vallosi peoples originated with the Viceroyalty of Los Rumas. At its greatest extent, this included territories in what are now Castadilla, Almadaria, and Vallejar. The latter two countries have declared independence from the Viceroyalty in 1846 and 1818, respectively, with Almadaria becoming Vallos' first modern republic and Vallejar coming under an absolute monarchy as well as under Loa suzerainty until 1875. The remaining lands of the Viceroyalty would declare independence after the fall of the Girojon monarchy in 1852 and would go on to form the Delepasian Commonwealth.
Although relations between Almadaria and Delepasia were never hostile, the two nations still saw themselves as the rightful sovereign hegemon in Vallos, a rivalry that dated back to the colonial era and until independence in 1846 was largely limited to the aristocracy. Almadaria's war of independence allowed for the aristocracy of the western provinces of the Viceroyalty to garner popular support. For the next century-and-a-half, the two nations have remained rivals even as their exact political structures and ruling governments changed over time. The rivalry would not deteriorate into outright hostility until the rise of the Revenant Valverdist Vanguard (VVR) and the beginning of the Almadarian Civil War in 2036 which lasted under a year and resulted in a victory for the Valverdists in 2037 who subsequently decided to invade Arona a few months later, thus beginning the Central Vallosi War.
The Central Vallosi War would last until April of 2040 with the fall of the Valverdist regime to Castadilla after the Almadarian capital of Piedratorres had surrendered. By then, the expats of Almadaria and citizens living in territories occupied by coalition forces had voted overwhelmingly in favour of Castadilla annexing Almadaria, with most of the international community recognising the results with Faneria being the country to not recognise the 2038 referendum's results, arguing that the southern areas of Almadaria, which are populated by Taineans and the Loa, were in fact separatist regions and thus could not count as being in a position to vote on Almadaria's self-determination. As a result, the Fanerian government began aiding and arming radical members of the pro-independence Democratic Front, and former "vigilantes" as part of an insurgency against the occupation forces.
Concerns over these insurgencies, as well as concerns over reconstruction costs as well as other pressing issues had led to the Castadillaan government proposing the formation of a temporary loose confederation between Almadaria and Castadilla to create the conditions needed to ensure a smooth integration for the former into the latter in the future. It would effectively be a real union with Castadilla holding a dominant position over Almadaria, with the two countries sharing the same monarch, the same currency, and the same foreign policy. The confederation would officially be formed with the signing of the Treaty of Astolia on 3 April 2040 which also restored the pre-Civil War Almadarian government. The provisions of the Treaty intends for the Union State to last twenty years and during that time Almadaria will be under a triumviral martial law for ten years before governance is relinquished to a civilian government, and the Castadillaan government will be in charge of Almadaria's reconstruction with assistance from Burgundie.
Governing framework
The Union State is a loose confederation of Castadilla and Almadaria under a real union similar to Lariana with Urcea or Bulkh with Burgundie; this simply means that the two nations are largely independent from one another asides from sharing some limited common institutions. In the case of the Union State, Almadaria and Castadilla both share a common emperor, a common currency, and a common foreign policy. Otherwise, the two nations currently have separate political cultures, separate governments, separate political parties, though the Almadarian parties are subordinate to their Castadillaan counterparts, and separate economies with Castadilla following a form of a socialist market economy while Almadaria follows a form of a mixed-market economy.
