Background

History

The name Island Colony №7 first began appearing in certain federal government documents during the late 21160s, appearing sporadically in certain data tables and lists of federal subjects for administrative purposes, sometimes along with and Island Colony №5 and Island Colony №11, neither of which appear in any documents since 21169. The oldest known reference to Island Colony №7 and its two lost sister colonies appears in a table of cost-of-living pay adjustments for Kiravian Navy personnel dated to 21167. Although some government personnel were curious about these mysterious island territories, most assumed that they were either placeholders of some sort or bureaucratic designations for some of the may minor islets maintained by the Navy, Littoral Force, and Lighthouse Service. The colony received little to no attention from the public until 21170, when accountants working for the Secretariat of the Exchequer raised concerns.

In 21172, a website was published at the address island7.ār.kr purporting to belong to the colonial government. The website is hosted on servers located in Halixatren, Ventarya, and its use of the .ār.kr subdomain, which is reserved for Kiravian government entities, indicates that it is federally-sanctioned. At the time of its publication, the website was similar in structure and design to the websites of other Kiravian state and territorial governments, though it has not kept pace with subsequent trends in web design and now appears markedly archæic.

The Federal Post does not prescribe an official postal abbreviation for the island. The only known postal address, that of the colonial government, is Government House, №7, 1-ram, 1-kontruv, City №2, Island 7, Fleet Post Office. As such, any mail addressed to the island is routed through the Fleet Post Office under the code HPA. The ersatz abbreviation IC7 is used to represent the colony in non-postal contexts where federal subjects are referred to by their postal abbreviations.

Theories

There are a wide range of theories among the interested public about the nature and purpose of Island Colony №7, some of which are of a conspiratorial bent. Theories about the island fall broadly into two camps: Those holding that Island Colony №7 does correspond to a real island existing somewhere in the world, and those holding that it does not.

Most who accept that the island does exist believe that it is some sort of special and highly-classified government reservation, most likely home to a military and/or intelligence base, a research or communications installation, or a detention center. The fact that the Kiravian Armed Forces appear to be the government agency that is best informed about and most closely associated with the island would appear to support this theory.

It has been proposed that Island Colony №7 may be where the Kiravian Strategic Space Force keeps the bodies of extraterrestrials and alien artifacts recovered from UFO crash sites.

Perkolatur M.V.P. Sêlandarian, a professor of mathematics at Rivulet Community College in Kensonia State, has published a seven-volume book advancing the theory that Island Colony №7 is either a small atoll, reef, or islet; an offshore platform; or possibly an artificial island somewhere in the vicinity of the International Date Line. Sêlandarian proposes a number of possible purposes that an island at such longitude with a unique time offset could offer the Kiravian government, such as the manipulation of legal deadlines and digital timestamps. The civil time of Island Colony №7 is unknown (the government website states only that its local time is in Time Zone №7), and digital communications related to the island appear to reflect Valēka Standard Time.

Those who do not believe that Island Colony №7 refers to a real island hold a much more diverse collection of theories, ranging from the innocuous - such as that the name of the island originated as a generic placeholder in government computer systems and that its official website and other communications are part of a long-running prank - to the sinister - such as that it exists as a legal or accounting loophole for the deep state to use for nefarious purposes.

There is also a smaller third camp that believes that Island Colony №7 does not yet exist, and that the current designation is a placeholder for a future territory composed of artificial islands currently under construction.

Geography

Island Colony №7 is purported to be a raised coral atoll between 200km2 and 300 km2 in area. Its location is unknown to the public and is highly classified. Sources within the Kiravian Security Executive have suggested that the island's co-ordinates are kept in a sealed vault in the Dreaded Ibykia and are known only to the Prime Executive and select members of Kiravian High Command.

Government

Although the Kiravian government claims that a civil government exists for Island Colony №7 with a regularly updated website and periodic elections, it is believed that actual day-to-day administration of the island may be the responsibility of the Kiravian Army Marine Corps. The government website displays portraits and biographies of several executive branch officials, including the sitting Governor, Diosdado Álfaromero. However, investigative journalists for Ɣábravik have found that the portraits are in fact stock photos produced by a photography studio in the Tryhstian Littoral, and failed to discover any corroborating evidence for their background information.

The colony's legislative body is the Colonial Council, currently comprising 10 Councillors who serve six-year terms. 7 seats are filled by election, and three are nonpartisans appointed by the Governor. There are currently two political parties represented in the chamber: Party №1 and Party №2. Councillors' names are not currently known, and they are referred to only by their seat numbers in official sources.

Although in theory Island Colony №7 is entitled to elect a non-voting representative to the Federal Stanora, it has never done so. In 21203, the civic group Kiravians For Election Transparency sent an email to the Island Colony №7 Electoral Commission inquiring about this matter, and received a reply four months later stating that no residents were registered to vote in federal elections.

The government website describes a judicial body known as the Supreme Court of Island Colony №7. As Island Colony №7 has not been expressly assigned to a federal court sector by statute, federal cases originating in Island Colony №7 would theoretically be heard in the Sector Court of Residual Jurisdiction, which has not sat since 21138.

Economy

Economic statistics are unavailable for Island Colony №7. Many believe that the island is home to a top-secret Kiravian Armed Forces black site used for weapons-testing, military intelligence, research and development, or detention purposes.

Transportation

Island Colony №7 has two airports, Airstrip №1 for general aviation and Airstrip №2 for military use.

Society & Culture

The main sources of information about the society, culture, and daily life of Island Colony №7 are its government website, island7.ār..kr, and a daily newspaper, the Daily №2, which is published online.

According to the government website, Island Colony №7 has a "hard-nosed, hard-working population of one thousand souls", though the Kiravian Census reports a much smaller population of 50, split evenly between the two census subdivisions of City №1 and City №2. According to Census data, the colony is 90% Coscivian, 4% Tryhstian, and 6% other. With regard to Coscivian ethnic subgroups, 100% of the Coscivian population is reported as 'Coscivian - Not Otherwise Specified'. The religious affiliations of the population are reported as 50% Christian - Not Otherwise Specified and 50% Other.

The island is home to a Kiravian-rules football team known as Team №9. According to the Daily №2 sports section, it competes in Football League №23 against Teams №1 through №10, the home locations of which are never mentioned.

The state recognises all federal holidays, plus a single state holiday, Island Colony №7 Day, which is celebrated on 7 Avsilús each year, according to the Coscivian lunisolar calendar.
