Ninerivers Confederation

The Ninerivers Confederation was a political league of Gallic and Celtic tribes located in the region of the same name along the northern coast of the Vandarch Sea c. 180 BC to 38 AD. It existed as a functionally useless entity from 38 AD to 738 AD, after which it was formally disbanded by Prince Eleglass of Cranwyrth. After 38 AD, much of its eastern territories were occupied by the Imperium Vandar Orientalis.

The Gallian Wars crippled the Confederation on a fundamental level, cutting away a large plurality of its richer eastern polities and draining manpower and goodwill alike. Even after the defeat of Latin forces at the Battle of Kilglas, the victory over the invaders was slim at best and more accurately a pyrrhic stalemate.

Duties and Rights of Members
The Charter of Confederation established in 178 BC outlined the right for territorial disputes between members to be mediated by a randomly lotteried board of three other member states, excepting the plaintiffs. It also outlined a duty to raise levies for mutual defense, though not within the Confederation's internal wars and, as numbers were not specified, this became a point of tension and cheating on the terms of the Confederation later on. It did not distinguish between polities run by monarchs or local warlords, city councils, or clans, counting each sovereign state as an entity of its own. This did not mean it protected the rights of each member state to exist, as many local polities were absorbed or fragmented during the Confederation's tenure, but it did create a basic framework for joint cooperation, namely in the spread of technology, literacy, and trade.
