Veltorina is a state composed of 42 states each ruled by a "Local Governor" elected by a council of members of the "Sacred Order" council , a somewhat hereditary but seats here are awarded for heroic or "wholesome" contributions to society, it is a highly prestigious and important role in the running of the nation. The nation is culturally Byzantine and prides itself in its long tradition of transparency and holy governance, Veltorina experienced rapid economic growth from 1910 to 1960 , at one point in 1949 becoming the worlds largest economy for a brief period, after the great crash of 1963 the economy shrunk from 5-10% a year until 1975 before settling and slowly rising again, today the economy is quickly growing.
Old History ( 0 AD - 1783)
Prior to 0 AD, the territory of Veltorium was occupied by various Veltorium tribes, namely the Veltorinan,Waltarian,Pelatian and Zamportian's, there existed somewhere between 200-350 independently run tribes, some of which had formed loose confederacies. Gradually the Constantinian Dynasty based in Constantinople began to become more and more prominent, particularly under the reign of "Constantine IV the decapitator" many violent Veltorinan Wars of Unification were fought and ultimately in the year 1083 Julian Constans the Pious] signed the Articles of Unification creating the Veltorinan Empire. By this time the population of Constantinople had reached nearly three million and water was running short, infrastructure was strained too everywhere throughout the empire, the Decree of Growth and Holiness was put in to effect which set ambitious infrastructure plans , using slaves and low paid peasants to construct massive bridges,aqueducts and road networks and to drain land. Over 85,000 slaves would die, but they would ensure Veltorina would remain united and fed for the forseeable future. The empire would see successive economic and demographic growth for nearly 300 years.
By 1340 conditions for the nobility and merchant classes were at all time highs, they lived lives in entire luxury and ignorance, unseen to this extent elsewhere in the world. Indeed, the average family of the nobility held 104 slaves(Somewhat skewed by the large agricultural holders who often had thousands), slaves and peasants began to realize that the fruit of their labour was being enjoyed almost entirely by the upper classes and during the [[[August Rising]] nearly 300,000 peasants and slave rose and destroyed the merchant town of Mount Argenti it took nearly three months to entirely defeat the uprisers, although the vast majority were put down within a week. Emperor Constanius the Mad was disturbed by the uprising and by the findings of the Conditions of the Majority] report and soon published the Instructions for the Civil Empire of Valentorina in which he dictated new construction plans to improve the living conditions of the lower classes and most controversially abolished slavery. Emperor Theosidious the Usurper a large slave owner was outraged and during the Winter Plot slaughtered Constanius and his seven children - ending the dynasty and any hope of reform for slaves. Plans for infrastructure were kept , but slaves got no salvation.
In the years following, life expectancy and living conditions gradually increased but not nearly as quickly as the rest of the world. However the upper classes grew richer and more prominent and used their vast gold reserves to dedicate monuments to god ,mythological figures and residences.By 1780 tensions reached a boiling point and members of the "No Emperor without Emancipation" began to protest and field small guerilla armies in order to establish a fairer state, Emperor Marcian the Merchant was disturbed by the prospects of losing out on profits and ordered the burning of the rebel town of Grain Valley. Although the town was burned and thousands died, the Legion was ambushed and destroyed, and the goal of demoralising the dissidents was hardly achieved.
Fall of old empire for republicanism and subsequent partial restoration
In 1781 theWar of the Republic began and Justin the Diplomat was named president, by 1783 the war had concluded and the new republic sought to experience growth. Large agricultural land owners and merchants were allowed to keep hold of their land but the slaves were freed and now had to be paid wages, the Valentorian Dynasty Members were trialed and sentenced to death.
Despite initial hiccups the republic grew economically and by 1800 production had exceeded pre-republican levels. However in 1802 after years of suppression the Royal Dome Scandal came to light and president Justin the long reigning and only president of the new state was trialed for high treason and found guilty of muzzling state funds in to his private fund , the senate erupted in to confusion and after several months of arguing over a successor the peoples faith in the government began to decline and the 1802 Valentorian Republic Election proved a disaster with no party getting over 25% of the votes.
Amid the chaos Basileus Constantine V the noble claiming to be a distant relation of Emperor Constanius the Mad(now known affectionately) who attempted to abolish slavery many centuries earlier rode to the Royal Dome with a small band of 100 soldiers he had raised and successfully established the Socialist State during the Old Order Rising. The Articles of Statehood outlined how the new state would be founded, a hereditary council in which people could ascend to by noble blood or heroic deeds would elect the Basileus and if over 70% agreed they could Veto a law made by the Basileus or remove him from his position - this was hoped to prevent any "Lunatics" from destroying the nation.
20th-century initial economic growth and subsequent collapse
The nation experienced rapid economic growth from 1803 to 1940 before settling as one of the worlds richest nations. After 1940 it became apparent that businesses would not be able to repay bonds, and civilians would not be able to repay debts to banks there were also signs that consumer spending was slowing down. It was calculated that if nothing was done by 1942 at the latest, the nations biggest bank Gold Eagle Banking would fail, the government in a dramatic effort to prevent catastrophe began buying up bank and business bonds from debt owners and cancelling them, whilst also loaning huge amounts of money to banks and businesses. The equivalent of $240 billion dollars in 2029 money was spent.This would continue until 1960, the economy grew quickly and purchasing power soared.
By 1963 the bank Gold Eagle Banking had swelled to nine times its size from 1940 it announced secretly to the government that unless it received a capital injection of at least 89,800,000,000 VFC (equivalent of 400 billion dollars in 2018) it would declare bankruptcy. The government swiftly concluded that this amount could not be paid, and the next day Gold Eagle Banking declared bankruptcy beginning the Veltorinan Great Depression. The next nine biggest banks followed, and hundreds of businesses closed in the following weeks.Unemployment soared from 4.5% to 28% in a month. And the economy shrunk 29% in a single year. Massive riots erupted particularly in Constantinople and martial law was declared throughout the nation until 1969 over 40,000 would die in clashes with authority.
By 1973 the situation had somewhat settled but the economy was still shrinking although thanks to government employment unemployment had fallen to 18%. The government under the new Basileus Alexander the Good sought to make a series of economic reforms under the Formation of a stable economy bill of 1973, the bill outlawed private banking and the government absorbed their assets and liabilities , from the emerging economic superpower Burgundie finance of 140 billion USD (in 2029 money) was acquired which allowed the transition to occur. Debts were canceled and banking bonds repaid, interest rates were also slashed which caused consumer spending to increase, the Veltorinan Federal Currency(VFC) was devalued by 40% to make exports cheaper and provide jobs.
The impact of the 1973 bill is disputed with libertarian scholars arguing it was the Burgundian money and the money alone which caused the recovery and the government slowed it , but the general consensus is that the government regulation and presence caused stability and growth, by 1980 unemployment was 6% and the economy had grown 26%. The growth would stall to single digits but continue consistently every year (with the exceptions of 2005 and 2013 which saw small decreases).
Main Article: Armed forces of Veltronia The armed forces of Veltorina are a large force which have fought many campaigns throughout history, both in the present day and distant past. With 450 billion dollars in funding , the force is large and fields formidable weaponry.
The Armed Forces is divided in to three parts, the army, the marshals(small elite force of 20,000) ,the airforce and the navy. The commander in chief it the Basileus who appoints a Minister of War who then appoints Generals.
