The Caphirian Intelligence Community (CIC) is a collection of Caphirian government intelligence agencies that operate within and external to the Ministry of Intelligence that work separately and together to conduct intelligence activities to support the foreign policy and national security of the Imperium of Caphiria. Organizations of the CIC include intelligence agencies, military intelligence, and civilian intelligence and analysis offices within the national government. The CIC is overseen by the Ministry of Intelligence, which reports directly to the Imperator. Among their varied responsibilities, the community members collect and produce foreign and domestic intelligence, contribute to military planning, and perform espionage.
History
Organization
The CIC is split into two central departments - the Department of Military Intelligence (DMI) and the Department of Civilian Intelligence (DCI). The DMI contains agencies such as the Office of Naval Intelligence, Office of Reconnaissance, Office of Geospatial Intelligence, Office of Terrorism and Financial Intelligence, Office of Analysis, Research, and Intelligence, and the Intelligence and Security Command. The DMI includes the Praetorian Guard, and the Office of Security Affairs.
The DCI, however, is the collection of intelligence agencies that operate outside the military and report directly to the Imperator and the Caetus Legati. The two principal agencies of the DCI are the Advenarum Administratio (AA) and the Internum Notitia Securitatis (INS). The AA, commonly known as the Advenarum, is tasked with gathering, processing, and analyzing national security information from around the world and is primarily focused on providing intelligence for the Imperator. The Advenarum has no law enforcement function and mainly focuses on overseas intelligence gathering.
Unique to the Advenarum is that it is the only agency within the government authorized by law to carry out and oversee covert action at the behest of the Imperator with carte blanche discretionary power. It exerts foreign political influence through its tactical divisions, such as Task Force VII and Division DCCLXXVII. On the other side, the INS is responsible for domestic intelligence and security within the Imperium and serves as the principal federal law enforcement agency. The INS is the leading counter-terrorism, counterintelligence, and criminal investigative organization and has jurisdiction over violations of more than 200 categories of federal crimes. Unlike the AA, the INS operates exclusively within the borders of the Imperium and employs about 66,200 uniformed staff, including nearly 4,000 special forces troops.

Budget
The budget for the Ministry of Intelligence - which only includes 8 of the 14 agencies that comprise the Caphirian Intelligence Community - was $2.02 trillion in 2026. Approximately half of the budget funds the various offices of the Department of Military Intelligence, while the remaining half is split between the Advenarum and the INS.
