The Ministry of State, often informally called the Foreign Ministry and formally titled His Most Christian Majesty's Ministry of State, is the Purpháidhe Ministry that advises the Apostolic King of Urcea and leads the nation in foreign policy issues, managing its foreign relations. Equivalent to the foreign ministry of other countries, the Ministry of State is responsible for the international relations of the Apostolic Kingdom of Urcea, and negotiates treaties and agreements with foreign entities.

The Purpháidhe position originated in the 16th century as the King's Secretary for Sarpedon and Crona, naturally evolving to the current Ministry by the end of the 18th century. The Ministry is based out of the Leochán Palace in the borough of Ardot in Urceopolis.
Office for Foreign Policymaking
The Office for Foreign Policymaking is the central body within the Government of Urcea for the provision of the nation's foreign policy. It is considered to be the core portion of the Ministry of State. It is divided into six primary agencies, two for Levantia, one each for Sarpedon, Crona, a fourth agency related to the remaining continents, and a fifth agency specifically for bilateral relations with Kiravia.
Agency for Union Relations
The Agency for Union Relations ("ALU") is responsible for all foreign policy related to Levantine Union members as well as relations with the Union itself. It also previously managed Urcea's relationship with the Deric States organization. It works closely with the Agency for Levantine Affairs within the Ministry of Commerce, which handles Urcea's relationship with the Union with respect to the common market and trade issues.
Agency for Ultmar Relations
The Agency for Ultmar Relations ("AGULT") is responsible for coordinating all foreign policy and relations between Urcea and the states it defines as Ultmar - that is, every state in Levantia which is not a member of the Levantine Union. This definition also includes Vithinja and GrofSee.
Agency for Sarpedon Relations
Department for Historic Continental Concerns
The Department for Historic Continental Concerns ("DHIS") is a special department of the Agency for Sarpedon Relations related to diplomatic and honorific protocol related to Imperial Diplomacy in Sarpedon. Specifically, it advises the Agency and Ministry on issues related to the concept of Greater Caphiria on how to manage trilateral relations between Urcea, Caphiria, and other nations in Sarpedon without offending Caphirian sensibilities. These responsibilities range from providing historical context to ensuring the proper nomenclature (such as "federate" is used in some instances) to preventing Urcea from inadvertently interfering in Continental Obligations. It also provides a significant amount of input and oversight with respect to Lariana's relationship with Caphiria, as it is technically considered to be part of Greater Caphiria. The Department was created in 2015 following the Assumption Accords.
Agency for Crona Relations
Department of National and Institutional Development
The Department of National and Institutional Development ("DNID") is responsible for providing assistance to developing nations in the Urcean sphere of Crona - particularly NSTA members but also Varshan - for the creation of stable democratic governmental institutions. It, along with the Agency for Cronan Economic Development (ACED), were created by the Conshilía Daoni's "Commonwealth Investment Act of 2024", which was passed in the wake of the end of the Final War of the Deluge. The DNID works closely with ACED in all of its responsibilities in Cronan nations as the Act envisioned the strength of Cronan nations to be a "holistic mutually supporting effort involving public and economic institutions". The activities that DNID promotes in order to achieve this task are wide ranging, including collaboration with the Collegium Scientificum to provide the best scholars possible in the field of statecraft and nation-building to the Cronans, to providing materials on the philosophical underpinnings of Occidental governance, to working with the Cronan governments to identify problem areas and threats to democratic governance and working on possible resolutions. In this last juncture, DNID's "problem solving" role, collaboration with intelligence segments of the Ministry of National Security to identify foreign and domestic threats to the nascent Cronan democratic systems. The DNID also assists the Agency for Crona Relations' primary mission of establishing good relations between Urcea and Crona and the specific task of building strong relationships between NSTA members. Additionally, the DNID works collaboratively with the different branches of the Armed Forces of the Apostolic Kingdom of Urcea to provide training and equipment, where necessary, to the defense forces of NSTA members.
In addition to its primary tasks, the DNID serves as the primary body responsible for identifying possible assets and land which can be given to former slaves in Varshan and organizing the humanitarian response and political organization of freed slaves within League-occupied Varshan. The Nysdra Development Additional Appropriation Act of 2025 expanded the role of the DNID to have a primary role in statebuilding in Venua'tino in order to accelerate the creation of new "national states".
Agency for Global Relations
The Agency for Global Relations ("AGLO") is responsible for Urcea's foreign policy with all nations on Alshar, Audonia, and Australis. In these areas in particular, Urcea's Policy of Authoritative Deference is applied, with Urcea serving largely in support of the interests of its Levantine Union allies. This support takes the form of both monetary resources and diplomatic weight, as well as coordination with the armed forces for any possible armed support for Urcea's allies.
Agency for Kiravian Relations and Coscivian Affairs
The Agency for Kiravian Relations and Coscivian Affairs ("ACOS") is responsible for Urcea's foreign policy with Kiravia specifically. It also serves as a general clearinghouse of the government's knowledge and handling of issues relating to Coscivian civilization, and accordingly works closely with the Agency for Crona Relations to provide special expertise for relationships with the Cape and Paulastra.
Office for Administration of the Royal Embassies
Agency for Embassy Security and Personnel
The Agency for Embassy Security and Personnel ("EMBPE") provides both for physical security of embassies, consulates, and foreign concern offices representing Urcea abroad, and also serves as the central human resources and personnel office for all individuals employed at these locations. All Urcean representative offices are protected by security guards who are Urcean nationals directly employed and trained by EMBPE.
Agency for Embassy Facilities and Management
The Agency for Embassy Facilities and Management ("EMBMA") provides for the basic logstical needs and physical plant concerns for the embassies, consulates, and foreign concern offices representing Urcea abroad. EMBMA provides two types of services to achieve its ends: direct provision, which entails the management, procurement, and shipment of good and services to the necessary end locations, and; contracting, by which EMBMA identifies reliable local contractors within a host nation and reaches agreement for the provision of services by those contractors.
