Lower Carolina is a province of Urcea. It is one of the two Carolinas along with Upper Carolina, and is one of Urcea's northern border provinces.

Lower Carolina is one of the few politically multi-polar provinces in Urcea. The cathedral city of Durham has traditionally been the center of far-left wing political and anti-centralist political support, and in the 2025 Urcean elections its Concilium Daoni seat was one of the few won by the Social Labor Party which is now represented by a member of the Working Families Party. Left-wing parties were also traditionally strong in Durham's suburbs, though in recent decades these suburban areas have been drawn in with other more rural districts during reapportionment. The Lower Caroline coast, which presently has three Daoni districts, were historically competitive for far-left parties but became less so following Social Labor's collapse, and the most suburban district of the three went for the National Pact in 2025 with the other two flipping to Solidarity. The furthest north Daoni district in Lower Carolina, which has the highest concentration of Ómestaderoi in all of Carolina, is considered to be a Pact safe seat. Provincewide, Solidarity's Livio Iarnán won 57% of the vote in the 2030 procuratorial election compared to the Pact candidate's 40% in a two-way race; most pundits project the province to not yield a majority candidate in the event of a three-way race. The relatively new Working Families Party is actively working to establish itself in the province, which it views as being one of its more competitive locations in the future. Solidarity has pluralities in both houses of the legislature, working on confidence and supply agreements with the National Pact in both houses.
