Callan is a province of Urcea. It sits at the western end of the Urcean frontier, though some of its southwestern most extremities are occasionally included as part of Greater Canaery.

Callan is a National Pact-leaning province. Political affiliation greatly varies by location, as most of the province geographically is strongly pro-Pact. The southwestern parts of the province, particularly the six Conshilía Daoni districts (as of the 2030 apportionment) on the Caenish peninsula are more heavily culturally Caenish, and accordingly those areas are strongly influenced by Canaery's politics. As Solidarity is ascendant there, it is also strong in southwestern Callan. Accordingly, Callan has two strong regional party identities, which create polarized results and ultimately lessen the margin of Pact victory province wide. The ten northernmost Callan Daoni districts were won by Pact by an average of 25 points, whereas the six southern districts were won by Solidarity by an average of 18 points in the 2030 Urcean elections. Overall, in 2030, Conner Scipio Salderio won the province 54% to 45%. As indicated, these margins are indicative of a very strong Solidarity minority in only one part of the province, and most pundits believe the province should be considered much more strongly pro-Pact than procuratorial elections would indicate. This analysis is supported by the fact that the Pact has control of both the governorship of the state as well as large majorities in both houses of the provincial legislature.
