Goura's Index of National Attitudes is an index and ranking created in 1955 by Michael Goura, an officer in the Royal and Imperial Army, to measure the views of Urcea and its people in relation to other nations. The Index initially considered many subjective factors including a general appraisal of public attitudes, but also included considerations like the scale and scope of trade relations with said nation, military agreements with said nation, and any public non-classified military operational plans created with said nation in mind. In 2016, subjective factors began to be phased out in favor of machine learning observation of public speeches, editorials, and online remarks by public officials and private subjects with regards to other nations, and these observations are part of scaled factors now included in the Index. Goura died in 1984, and the Index is maintained by the Goura Foundation. It is published every five years, though in some circumstances it is updated as needed.
The Index uses nine ranks, ranging from Fraternal to Hostile. For the purposes of the Index, "dependent" refers to nations that the Government of Urcea and/or its people believe to be a dependent of Urcea; they view Urcea as that nation's overlord or guardian in some capacity. "Protective" refers to a similar relationship, but with longer standing positive relations or unequal alliance partners. "Dismissive" refers to nations that Urcea views as either unimportant or unworthy of consideration in the derogatory sense.
