21st Century Burgoignesc Power Projection Stratagem
The 21st Century Burgoignesc Power Projection Stratagem (Burg: Stratageme por la Projection della Etat Real Burgoignesc dans la XXIe siècle) (SPERB XXI) is the external affairs proposal put forward by the Crown Princess of Burgundie, Amelia, for review by top political, military, institutional, and business leaders in Burgundie. In it she proposes how she plans to rule in the event of her father's death, the Great Prince of Burgundie, Pasqual I.
Background
She follows in the footsteps of all members of the Palacin dynasty in creating a Condicio Princeps (Eng. Position of the heir to the throne (Prince)), essentially a whitepaper on how they plan to rule and the priorities they intend to pursue in the initial years of their reign. The Condicio Rex was introduced during the process of selecting a new Great Prince in 1985 when it became clear that August II would not have an issue, and was rather unpopular. The Advisors of the Court of St. Alphador went through an arduous selection process and by the end of 1987 had still not found a suitable candidate and they adjourned for Christmas and New Years' holidays. On their return in mid-January of 1988 they received an unsolicited pamphlet titled Condicio Rex which laid out, in detail, the work of ruling. It was proposed by the head of the Palacin family, Maurice, a descendant of the Palacin-Diteaux Dynasty. Being willing to commit to paper the tenets of his hopeful ascension made him appear to be a more stable candidate. He was interviewed and showed much promise despite being unpolished. He was offered to publish the Condicio Rex for public comment and to be received by the population, which he accepted. The public didn't quite know what to make of it and it was bizarrely received. When he announced he was abdicating 11 years later in favor of his son Pasqual I, due to a rapid decline in health there was a public demand for a Condicio Princeps. While Pasqual I is still in good health and has shown no sign of abdicating, he has publically given Crown Princess Amelia a much more prominent role in government and has given her a couple of high profile task forces regarding modernizing military, particularly naval, strategy.

The Stratageme por la Projection della Etat Burgoignesc dans la XXIe siècle was published on May 28th, 2027 as the Condicio Princeps (Eng. Position of the heir to the throne (Prince)) of the heir apparent to the throne of Burgundie, Princess Amelia. It serves as her plan to rule and the priorities she intends to pursue in the initial years of her reign, in the event of her father's death, the Great Prince of Burgundie, Pasqual I. It focuses primarily on her perspectives on:
- the Foreign Relations of Burgundie and its diplomatic and humanitarian role in the world;
- the role of the military; and
- the role of the Economy of Burgundie in the global market.
Diplomatic and Humanitarian Realignment Initiatives
Puertegan Demining Initiative
On September 13, 2031, Burgundie and Puertego announced an agreement for the Army of Burgundie to send Combat Engineer companies to support the demining effort and provide demining equipment to and train with the 8 demining groups active in Puertego for a period of 5 years. The agreement stipulated that the Army of Burgundie's I Infantry Tacticale would send two Combat Engineer companies to Puertego for 6-month rotations, for a 5-year period. These combat engineer companies will support the demining effort and provide demining equipment to and train with the 8 demining groups active in Puertego.
This support would be provided at no cost to the Puertegoans and written off as humanitarian aid and as training and exercise for the troops of the Army of Burgundie as part of Crown Princess Amelia's 21st Century Burgoignesc Power Projection Stratagem.
Puertego was especially chosen because the Puertogans do not ascribe to the Global Burgieman conspiracy and are ambivalent to the nation and society of Burgundie. It is hoped that this effort, and many like it will be the building blocks of trust between Burgundie and those who feel maligned by its past.
Military Modernization Initiatives
- Hypaspistai Projectile Defense Network and the Bar-barrier
- Taking a joint base out of retirement for elements of The Cape airforce. A frigate crew will be stationed here to liaise and train with the Navy of Burgundie and Revenue Guard
- Yonderre salt water naval contingent stationed in Wintergen.
- Implementation of the Army of Burgundie Combat Capability Realignment of 2026
Operation Cavum Fundamentum
- Fleet modernization, more smaller ships (including aircraft carriers), in smaller strike groups that can more rapidly put highly trained operatives anywhere in the world in less than 48hrs
- Formalization of island Naval shore facilities as "stone carriers" and integrating them into the fleet defense plan.
- Reinvestment in flying-boats to increase embarkation/disembarkation optionality, to include submarine flying-boat tenders, sea basing capabilities, and submarine to flying boat personnel and equipment transfer capabilities
- Reinvestment in ultra-long-range patrol capabilities, particularly Avisos
- Modernization of coastal defense armament, training, and personnel, right-sizing to match 21st century capabilities
- Hardening communications and information sharing vectors against cyber vulnerabilities
- Establishing infrastructure independence capabilities in Expeditionary strike Groups (power ships, food collection and processing, immediate port establishment capabilities, etc.)[1]

HERMES
Full implementation of the HERMES Collaborative Combat Network and expansion beyond just the Army of Burgundie and the National Gendarmerie of Burgundie, to all branches of the Burgoignesc Security Forces.

Passenger Rail Corridor Identification and Development Program
The Passenger Rail Corridor Identification and Development Program (Burg: Programme d'identification et de développement du corridor ferroviaire voyageurs) (PIDCFV), is a comprehensive planning program for inter-city passenger rail projects in Burgundie administered by the National Railroad Administration of Burgundie (Burg: Administration nationale des chemins de fer de Burgundie (ANCFB)) suggested by Crown Princess Amelia in 2027, and adopted in 2030, it was further adopted by the Levantine Union more broadly in 2033. In Burgundie, each route accepted into the program is granted ₮500,000 toward planning activities and is prioritized for future national funding. The program looks to track commercial traffic on the routes identified and seeing if there are ways to route through freight traffic or to consolidate/reroute freight traffic to prioritize passenger traffic.
BORA Waste to Energy Compact
The BORA Waste to Energy Compact is a comprehensive waste management and energy generation program agreed upon in 2027 and initialed in 2028 which aims to reduce the waste disposal challenges faced by the islands of BORA. The program involves national and Royal investment in waste to energy plants in all overseas territories to deal with their waste without having to ship it overseas to landfills in Levantia to sell the waste to underdeveloped nations, to increase organic power generation, and generate more jobs, all endemic concerns of the islands in their collective strategic planning.
A total of 27 waste-to-energy plants will be installed across the nine islands, with the following distribution:
- Alcairet: 4 plants
- Antilles: 2 plants
- Argaea: 1 plant
- Chaukhira: 2 plants
- Iles Evangeline: 2 plants
- Nauta Normand: 1 plant
- Sudmoll: 1 plant
- Torlen: 1 plant
- Wintergen: 2 plants
Each plant will have a processing capacity of up to 110,000 kg/day, resulting in a total processing capacity of 2,970,000 kg/day for all 27 plants. These waste-to-energy plants will generate a total of 7,457,600 kWh/day, broken down as follows:
- Alcairet: 1,036,800 kWh/day
- Antilles: 552,800 kWh/day
- Argaea: 132,000 kWh/day
- Chaukhira: 1,104,000 kWh/day
- Iles Evangeline: 1,084,800 kWh/day
- Nauta Normand: 104,000 kWh/day
- Sudmoll: 137,280 kWh/day
- Torlen: 64,240 kWh/day
- Wintergen: 1,408,000 kWh/day
The total annual processing capacity of the program is approximately 1,080,000,000 kg/year or 1,080,000 tonnes/year of waste.
