The Central Unit is, supposedly, the clandestine arm of the Defense Intelligence Agency, which doesn't exist, and the national authority (if such a thing existed) for the coordination, de-confliction, and evaluation of clandestine operations across the intelligence community of Burgundie. The Central Unit performs a paramilitary function that may enter and prepare an area of operations before Burgoignesc Special Operation Forces enter in a more overt military role. This may or may not include psychological operations and black propaganda. The paramilitary operations officers are highly skilled in weaponry; covert transport of personnel and material by air, sea, and land; guerrilla warfare; the use of explosives; assassination and sabotage; and escape and evasion techniques. They are prepared to respond quickly to myriad possible needs, from parachute drops and communications support to assistance with counter-narcotics operations and defector infiltration.
Purported tactics
Indigent network and urban indigent insurgency
The Central Unit, fosters (theoretically) a sophisticated network within a many foreign city's indigent population. Street-level agents, often former homeless individuals or volunteers, built the system throughout the late 20th century, developing trust by offering practical assistance like cash, food, drugs, and commodities. The network leverages existing networks within shelters or bartering systems. The Central Unit identified charismatic leaders and offers them covert training and resources, distributed to incentivize network growth. To maintain control, the network is compartmentalized with secure communication channels and a dependence on the Central Unit for resources and information.
